Insoection Summary Information Meeting with Local Public Officials on March 17-18, 1981 (Report No. 50-458/81-05)
t Areas Inspected:
Public officials of St. Francisville, West Feliciana Parish, and Baton Rouge City-Parish, Louisiana, were apprised of the mission of the NRC.
Key NRC personnel, including the Resident Inspector, were introduced.
Dis-cussions with the local officials included lines of communication with the NRC, the status of the River Bend Site and community concerns.

DETAILS John Collins, 00, Jim Montgomery, SLO, Bill Beach, SRI, and Clyde Wisner, PAO, met with local officials interested in the River Bend Nuclear Power Plant on Tuesday evening, March 17, 1981, and midday on March 18, 1981.
John Collins, Les Constable, SRI, and Clyde Wisner met with le>:a1 officials interested in the Waterferd 3 Nuclear Power Plant on the evening r f March 18, 1981, and the after-noon of March 19, 1981. All of these meetings were held following site tours of each of the facilities on the mornings af March 17 and 19, respectively by the NRC personnel attending the meetings.
The meetings were conducted in accordance with NRC Procedure 94600, issued October 1, 1980, "Information Meetings with Local Officials."
Local officials attending the meeting in St. Francisville, Louisiana, on March 17, included representatives from the West Feliciana Parish Police Jury and the St. Francisville City Council.
The meeting was also attended by the local civil defense director and local law enforcement representatives.
The March 18 midday meeting was held with the Baton Rouge City-Parish Council in Baton Rouge, Louisiana.
The meeting was well covered by the news media.
The entire 1 -hour meeting was broadcast live on cable television.
Three local commercial stations and several newspaper reporters also attended.
The evening meeting on March 18 was held in Laplace, Louisiana, with the St. John The Baptist Parish Police Jury.
The meeting also was attended by the local civil defense director and 12 to 15 members of a local anti-nuclear group called United for Safety.
This was the only meeting that an identified group, pro or con, attended.
The final local official meeting was held during the afternoon of March 19, in Hahnville, Louisiana, with the St. Charles Parish Council.
Several local newspaper reporters attended the meeting including a reporter from the NEW ORLEANS TIMES-PICAYUNE.
Each meeting was well attended by local officials whom the NRC team were especially wanting to meet.
They all appeared to be most interested in what the team had to say and to meet the River Bend and Waterford 3 SRI's.
Their questions were wide ranging in nature which was an indication of a broad and deep interest in nuclear power throughout the Baton Rouge and New Orleans areas.
Many of their questions were penetrating and astute.
Many of the ouestions at each of the meetings concerned emergency planning, and particularly in the Waterford 3 area, emergency evacuation.
There also were numerous safety concerns discussed.
There were also several expressions of appreciation for NRC activities generally as they applied to both of these projects and specifically for the NRC's efforts to meet with the..

The NRC personnel attending the meetings all agree that the meetings were mutually beneficiel to the local officials and the NRC.
They were confident the local officials enderstand the NRC's role much more clearly, and the NRC team has a better feel for local attitudes and depth of understanding of nuclear issues.
The NRC team listed in the first paragraph also took the opportunity, while in Louisiana, to meet the with the Nuclear Energy Division of the Office of Environmental Affairs and representatives of the State Attorney General's Office.
The meeting with the Louisiana State agency people included the Secretary of the Department of Natural Resources, Frank Ashby; his Deputy B. Jim Porter; the Administrator of the Nuclear Energy Division, Bill Spell; and the Assistant Administrator, Dr. L. Hall Bohlinger.
The State Attorney Gereral's office was represented by an Assistant Attorney General, David McNeill, Esq., and a staff attorney, Ms. Linda Watkins, Esq.
The meetings with the State officials were very beneficial.
The "QC team particularly believed their meeting with the State Attorney General *: cT* ice opened a much needed line of communications between our offices.
