Areas Inspected:
Routine, unannounced inspection of construction activities and observation of work activities related to structural welding and quality assurance for construction.
The inspection involved 32 inspector-hours by one NRC inspector.
Results:
In the areas inspected, no violations or deviations were identified.

Site Tour The NRC inspector walked through construction and storage areas to observe construction acti.vities in progress and to inspect the general state of cleanliness and adherence to housekeeping requirements.
No violations or deviations were ideatified during this portion of the inspection.
3.
Review of Quality Assurance Implementing Procedures - Containment Welding The NRC inspector conducted a detailed review of Chapter 17 of the Gulf States Utilities FSAR and Graver Welding Procedures 305-N, WRCJ-1, and Repair Procedure WR-2.
All of the welding parameters noted were in accordance with the requirements of the ASME Boiler and Pressure Vessel (B&PV) Code, 1974 Edition, no addenda. These are the welding procedures being used for the welding of the containment vessel horizontal seams and the repairs being made to the base mat corner junction "T" weld.
No violations or deviations were noted.

Observation of Work Activities - Containment Welding The NRC inspector observed repair welding operations in progress on containment vessel Weld 14-H-1 and various areas on the corner junction T weld. Weld 14-H-1 was being welded in accordance with Procedure 305-N, Revision 2, as modified by Addendum WR-2 for repairs.
The corner junction T weld repair areas were being welded in accordance with Procedure WRCJ-1.
All welding parameters in both cases were within procedural limits and the three. welders performing the work were qualified to the procedures being used.
The NRC inspector noted that on both welds the proper filler material was being used and that there w.-3 no uncontrolled welding rod apparent in either area.
The attendant documentation for each weld indicated that all inspection operations had been performed and that there appeared to be adequate Quality Control coverage on both jobs.
No violations or deviations were noted.
5.
Review of Quality Records - Welding The NRC inspector reviewed the record packages for three of the polar crane supports welded to Ring 16 of the containment vessel.
These records indicated that the welds were performed by qualified welders using the correct filler material.
The three supports were inspected by qualified QC personnel prior to the initiation of welding operations and an acceptable magnetic particle inspection was performed on the final surfaces of the welds.
The NRC inspector also reviewed the record packages for four Residual Heat Removal (RHR) heat exchanger supports installed at the 93'-0" level.
These supports are detailed on Stone and Webster (S&W) Drawings 12210-EV-155A, 12210-EV-155B, 12210-EV-155C, and 12210-EV-1550.
A visual inspection of the four supports indicated that each was located and welded in accordance with the drawing requirements.
The quality records examined were complete and each indicated that QC inspections and surveillances were performed at the specified times.
A review was also made of ten nonconformance reports related to the welding of the containment vessel. All ten were complete,

legible, readily retrievable, and properly dispositioned.
No violations or deviations were noted.
6.
Exit Interview The NRC inspector met with the licensee representative (denoted in para-graph 1) on November 11, 1981, to discuss the scope and findings of this inspection.
