Areas Inscected:

Routine, unannounced inspection of safety-related construction activities pertaining to installation, inspection and documentation of safety-related electrical cables.

The inspection involved eighty-six inspector-hours by two NRC inspectors.

Results:

No items of noncompliance or deviations were identified.

Site Tour The IE inspectors walked through the Unit 1 Reactor Containment, Service Water Intake Structure, Auxiliary Building, Spent Fuel area, Control Complex area, and various outside storage and laydown areas to observe construction activities in progress.

Particular attention was given to housekeeping and storage of in-place electrical equipment and components.

No items of noncompliance or deviations were identified.

Electrical Cables and Terminations a.

Observation of Completed and In-Process Work The IE inspectors traced out the total route of twenty-seven safety-related power and control cables in various areas of the plant to ensure that the cables had been installed in accordance with FSAR, G&H Specification 2323-ES-100, B&R Procedure EEI-7, TUGC0 Procedure QI-QP-ll.3-26.6, and applicable industry standards.

The cables were checked for routing, color coding, raceway installation, identifi-cation, separation, correct size, etc.

The following cables were inspected:

The IE inspectors also were on site during the second shift to observe partial 9211s of cables E0 100227A and EG 100044.

The IE inspectors observed the preparation and swabbing of conduit Cll615675 for a subsequent pulling operation.

No items of noncompliance or deviations were identified, b.

Deview of Records and Documentation The IE "nspectors reviewed the following documents to ensure that the a;;ve listed cables were installed in accordance with the latest requirements and that changes and nonconformances were properly documented and reviewed:

Design Change Authorizations (DCA) 6409, 6551, 7513, 8060, 6758, 8478, 8560, 7674, 6393 and 7882 Nonconfonnance Reports (NCR) 1321, 2061, 2330, 2104 and 1321 Field Discrepancy Reports (FOR) 1199,1235,1241 and 1321 Inspection Removal Notice (IRN) 4741 and 4736 No items of noncompliance or deviations were identified.

Inspection of Control Boards The IE inspectors also inspected the internals of two control board switch modules that have redundant functions in the same module.

The separation in the module was provided by using tandem switch arrange-ment with two barriers and a one inch air space between the barriers.

The separation conforms to the requirements of IEEE 384.

4.

Exit Interview The IE inspectors met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on October 10, 1980.

The IE inspectors summarized the purpose, scope and findings of the inspection.
