Reason for Investigation A letter dated February 15, 1978, addressed to the Attorney General of the United States had a copy addressed to the Chairman of the fluclear

Regulatory Commission. The letter referred to possible fraudulent activities by Brown and Root at another plant and unspecified irregu-

'- l larities which had occurred at the Comanche Peak fluelear Facility.

Scope of Investigation

To interview the alleger and establish whether the irregularities in-

volved were safety-related items.

Summary of Facts Through clarification with the alleger, it was determined that the allegations concerning the Comanche Peak site involved only incidents

concerned with physical plant security, industrial safety, and theft

of equipment from the plant, tione of the incidents concerning that plant involved anything having to do with the nuclear safety systems of their construction.

Introduction

In an attachment to the letter to the Attorney General of the United States, the alleger made the following statement:

"... In May,1976 I was called in by high cocpany officials to look into numerous allegations of irregularities at the Comanche Peak fluclear Facility, which Brown & Root is na constructing for Texas Utilities Service Company at Glen Rose Texas. The allegations were collected over a period of many months by the Plant Security Department and within a very few days a number of the allegations were partially discounted, but a number were believed to be sub-stantially true...."

Inttrview of Alleg r

Individual A was interviewed between the hours of 5:15 p.m. and 6:30 p.m.

on March 21, 1978. Mr. William Hubacek was present during the intervicw.

In reference to his allegations concerned with Comanche Peak, Individual A explained that he had learned there was a whole file of written incident

j reports concerning the Comanche Peak plant. He stated that he went to the source of these filed complaints, allegations, and incident reports and

I examined all of them.

He stated they were involved with three things; J

physical security of the plant, personnel safety, and the theft of

equipment from the plant.

He stated none of these items would have been

of interest to the NRC in that they did not involve any incident of intimated sabotage or safety-related items, and that nothing reflected on the nuclear installation.

I In a general discussion as to his motivation in regard to making these allegations, Individual A stated that he wanted to "get" the persons who were stealing from the company and he wanted the NRC to pay particular attention to Brown & Root because it deserves NRC attention.
