On November 7, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Perry Nuclear Power Plant and discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a NRC inspection at Perry Nuclear Power Plant, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2516, Policy and Guidance for the License Renewal Inspection Program. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

- TEMPORARY INSTRUCTIONS, INFREQUENT AND ABNORMAL

===71002 - License Renewal Inspection Inspectors completed a review of the applicants scoping and screening of non-safety related structures, systems, and components (SSC) as required by 10 CFR 54.4(a)(2). Inspectors evaluated aging management programs (AMP) will be capable of managing identified aging effects in an appropriate manner.

To evaluate scoping, Inspectors selected several license renewal-scoped components from plant walkdowns to assure applicant methodologies addressed non-safety related systems affecting safety functions.

Inspectors selected 37 of 44 AMPs to verify adequacy of the applicant's guidance, implementation activities, and documentation. Inspectors reviewed these programs to determine whether the applicant would appropriately manage the effects of aging and the verify the applicant would maintain the intended functions of license renewal components during the period of extended operation.

Inspectors reviewed the applicants consideration of internal and external operating experience related to aging effects and associated impacts to the applicant's program.

Inspectors performed plant walkdowns, reviewed aging management program documentation, and conducted interviews with program engineers to assess the license renewal application.

Inspectors completed walkdowns within accessible areas for a sample of license renewal systems, structures, and components to observe aging effects.
