t Ue have carefully reviewed your coments in response to Item B of Appendix A of our flovember 16, 1981 letter.
Item B dealt with the failure to naintain construc-tion drawings correct and up to date.
In your letter, you requested that we consider redesignation of this iten from severity level IV to severity level V.
'
We appreciate the actions initiated by your staff to irTnediately correct the discrepancies identified by this item of noncorpliance. However, the promptness of the corrective action does not diminish the seriousness of the problem associated with your document control program. The resident inspector identified a signifi-cant number of errors considering the relative small semple size. The subsequent complete eudit conducted by you revealed a 9% error; percentage-wise sonewhat less than found by the resident, but nonetheless unacceptable. As you are aware, the maintenance of complete and accurate stat %n drawings is essential during the construction phase. Additionally, an effective progran to control document changes insures the accuracy of operational drawings essential to subsequent safe operation of the plant. These findings are indicative of a significant problem with respect to your cuality assurance procram's handling of quality related docunents and are not isolated instances of failure to follow procedures in issuing drawing changes. Therefore, the severity level previously

assigned for this noncompliance is considered to be appropriate.
