Inspection on February 12,1981(ReportNo. 50-423/81-03)

Areas Inspected: Routine, unannounced inspection of environmental protection program for construction phase, including observations made by the inspector of the existing environmental conditions at the construction site and the surrounding environment, verification of the implementation state of the Construction Permit requirements, and verification of procedures for implementing the environmental protection program during site preparation and construction.

The inspection involved 8 inspector-hours onsite by two regionally based NRC inspectors.

Results: No items of noncompliance were found in the areas inspected.

Verification of the Construction Permit Requirements

Implementation Status

The inspector discussed with the licensee the status of construction-

activities. The licensee stated that construction of the discharge

line from containment to the Millstone Units 1 and 2 Discharge Canal would begin in 1981, and that construction would continue on the circulating water intake structure.

The inspector stated that these areas would be evaluated during a

subsequent inspection.

Site Tour

The inspector toured the perimeter of the Millstone 3 site and examined the prevailing conditions at the waterfront, soil condition and vegetation at the site, backfill and spoils storage areas, sedimentation basins and discharge points, and the concrete batch plant area'.

The west sedimentation basin, as identified in the licensee's internal i

audits, was observed to be unstabilized, with material eroding into the i

adjacent marsh through several breaks in the basin wall.

The licensee

stated that additional measures would be taken to control effluent t

from this basin. The inspector stated that this area will be re-

evaluated in a subsequent inspection to confirm the licensee's corrective-action (423/81-03-01).

' Program Implementation Procedures

The inspector reviewed reports of quarterly audits, conducted by Stone

and Webster field QC personnel; from September,1979 to September, 1980; to verify implementation of procedure NERM-30, " Environmental Protection Commitments during Construction - Millstone 3."

The inspector noted that open items were tracked through Monthly

. Cmunitment Feeting Minutes which included monthly site inspection

reports conducted by Stone and Webster field personnel, in accordance with procedure NERM-40, " Guidelines for. Sediment Control During Construction"a The inspector had no further_ questions in this area.

Exit Interview The inspector met with the licensee representatives (denoted in Detail 1)

at the conclusion of the inspection on February 12, 1961, at the Millstone 3 site. The inspector sunmarized the purpose and scope of the inspection and findings.
