Meeting on May 19, 1981 (Report No. 50-423/81-07)

Scope: Special, announced management meeting to discuss the results of the NRC Board convened to evaluate the licensee's performance from March 1, 1980 to February 28, 1981 as part of the NRC's Systematic Assessment of Licensee Parformance (SALP) program. Areas addressed included: Quality Assurance, Substructure and Foundation, Cancrete Liners, Safety-Related Structures, Piping and Hangers, Safety-Related Components, Electrical, Instrumentation, Fire Protection, Pre-Service Inspection, Reporting, Environmental, Training, Management Contrcis and overall licensee performance.

Results: A summary of the licensee performance evaluation was presented.

Areas of concern were discussed with Corporate Management. No now v.nforcefnent actions were identified. A number of areas where improvements are needed were identified.

Licensee Activities

Activity on Millstone Unit 3 varied extensively during the assessment perind. -

The maaual ' labor force was at 400 in July 1980 and increased to *

912 in Jar.uary-1981. The licensee anticipates a labor force of 1600 by the end of 1981.

The licensee has recently stated that they are committed to staff the site fuliy to meet the current fuel loading data of December 1, 1985.

Major construction activities during the assessment period include c ntainment wall and dcme rebar placement, commencement of safety related HVAC erection, continuation of safety related piping installation,

continuation of safety related structure e"ection, and the continuation i

of electrical cable tray and condtit installation.

Construction completion increased from 33% to 34% during the assessment

One of these inspections was the I&E Trial Construction Assessment Team j

(CAT)-Inspection (329 inspection hours).

Millstor.e Unit 3 was the first Region I site to be inspected under the NRC Assessment Team concept.

Since there are no data for comoarison of CAT results with other plants for this assessment period, the data have I
