This refers to the routine safeguards inspection conducted by Messrs. G. Pirtle and J. Kniceley of this office on April 20-23, 1981, of activities at Lacrosse Boiling Water Reactor (LACBWR) authorized by NRC Operating License No. DPR-45 and to the discussion of our findings with Mr. Parkyn and other members of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observatior.s, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as described in the enclosed Appendix A.
The inspection showed that action had been taken to correct the identified noncompliance and to prevent recurrence. Consequently, no reply to this noncompliance is required and we have no further questions regarding this matter at this time. You are requested to review commitments identified in paragraphs 4, 8, 10 and 17 of the Report Details to confirm that your commit-ments are as stated and advise us within 25 days of any misunderstandings pertaining to the commitments. These commitments will be reviewed during future inspections.
Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Section 2.790 of the NRC's " Rules of Practice,
"Part 2, Title 10, Code of Federal Regulations. Consequently, the enclosure to this letter and our report of this inspection will not be placed in the Public Document Room.
