This inspection involved 27 inspector-hours by one NRC inspector.

Site Tour The NRC inspector walked through various construction and storage areas to observe construction activities in progress and to inspect the general state of cleanliness and adherence to housekeeping requirements.

The tour included the Reactor Building, Reactor Auxiliary Building, Fuel Handling Building, and various outdoor storage areas.

No violations or deviations were identified during this portion of the inspection.

Review of Quality Records - Safety Related Structures The NRC inspector visited the Tompkins-Beckwith (T&B) records storage vault and requested the record packages for nine safety-related supports. These supports were selected at random from those observed to be completed during the NRC site tour.

The records for all nine supports indicated that the required visual and dimensional inspections were performed prior to instal-lation.

Each record package contained a completed weld data card identifying each welder, the filler material used, and a copy of the filler material request indicating the date and time of issuance and return.

The NRC inspector checked the identification symbol for each welder and the dates of work per-formed against the site welder qualification list and was satisfied that each welder was properly qualified to the procedures used.

Each of the nine record packages also contained copies of the as-built drawings showing the installed dimensions and locations for each support along with any modifications or alterations made at installation.

Verification was also in each package of clamp sizes, clamp types, and nut tightness.

Of the nine supports reviewed, one was noted to have been removed, repaired, and reinstalled due to defects in the original installation welds.

Final inspection records of the reinstallation indicate that all work was per-formed in accordance with the repair requirements of T&B Weld Procedure 1.4, and that the installation welds are now acceptable.

A visual inspection of all nine supports was conducted by the NRC inspector.

By comparing the as-built drawings to the installed supports, it was ascertained that each was of the correct configuration and was installed in the proper location.

This inspection was conducted using a flashlight as the only light The inspection was limited because of an electrical power outage which source.

resulted in the construction areas being without lights for the entire day.

No violations or deviations were identified during this portion of the inspection.

4.

Exit Interview The NRC inspector met with the licensee representatives (denoted in para-graph 1) on January 7, 1982, to discuss the scope and findings of this inspection.
