Breaker Arc Suppression Response Time Test. The recirculation pump

motors were to transfer from high speed to low speed, but actually they coasted down and stopped. The procedural inadequacy which precipitated this event has been reviewed and corrected.

Procedures LIS-RR-105, 205, Unit 1 and Unit 2 Recirculation Pump Trip System Breaker Arc Suppression Response Time Test, have been revised.

The Technical Staff has investigated the possibility of performing this surveillance in a more efficient manner. This item has been completed and a revision has been issued to the plant General Instrument Surveillance Program to minimize the reactor recirculation pump / motor starting sequences which must be incurred immediately prior to a refuel outage. This issue is closed.

(Closed) Violation (373/83044-02; Open Item (374/83048-04); Violation (373/83044-03A); and Open Item (374/83048-05):

Failure to take prompt corrective action after an air flow problem with the carbon monoxide monitor (CO) for the SCBA refill air compressor was identified on March 15, 1982. Also, a failure to develop a procedure that would verify the quality of the breathing air while the C0 monitor is inoperable.
