NRC INSPECTION REPORT NO. 05000354/2014003 AND NON-CITED VIOLATION, HOPE CREEK AND YOUR LETTER DATED AUGUST 27, 2014

Dear Mr. Joyce:

letter. Our letter of July 28, 2014, documented one non-cited violation which was identified by the NRC during an inspection at Hope Creek (Inspection Report No. 05000354/2014003). The NRC occurred because PSEG procedures HC.OP-AR.ZZ-0006 and HC.OP-AR.ZZ-0022 could potentially complicate an internal flooding event and adversely affect assumptions in Hope (Green) and was treated as a non-cited violation. The PSEG letter denied that a performance deficiency existed and stated that a non-cited violation should not have been issued. The letter also stated that if the NRC concludes a performance deficiency does exist, it cannot be substantiated as more than minor. Lastly, the the associated cross-cutting aspect is not clear. The basis for each of these disputes was provided.
