These facilities were inspected to verify:
That standard test instruments were labeled and included in the equipment calibration program.
Instruments were calibrated on schedule and labeled with calibration status.
Storage facilities were proper for protecting the equipment.
Nonconforming equipment was being tagged and provided with segregated storage.
Certification and calibration records were available and being maintained for measuring and test equipment.
Personnel manning these facilities, and performing instrument calibrations were properly qualified.
The inspector witnessed the performance of the following calibration tests:
FNP-1-STP-220.8 - Containment Cooler Condenser Level A-LT3396D.
-
FNP-1-STP-228.8A - Power Range N44 Calibration.
-
Calibration testing was witnessed to verify:
That the correct procedure was being used;
-
-
Prerequisites for the test had been established; Calibrated test instruments were being used;
-
Stations were manned and communications established;
-
Data were properly collected and evaluated;
-
The technicians understood the instruments and procedures.
-
Within the areas inspected no items of noncompliance or deviations were found.
In two areas inspected the inspector found two items that required resolution. Section 4 of surveillance test procedures FNP-0-STP-530 and FNP-0-STP-533 contain an error in the requirement to secure the Vent Stack Radiogas Monitor during the performance of these tests.
The second item was the calibration sticker was missing from gauge

The licensee acknowledged these discrepancies and agreed to take corrective action. These will be carried as unresolved items 78-35-01 an?. 78-35-02, and corrective action verified by NRC at a subsequent inspection.
6.
Operational Status of Plant Inspection The inspector toured the control room and discussed the plant operationg status with the operators and verified that operations were in accordance with licensing requirements. The licensee reported to the inspector a water leak in the main generator exciter heat exchanger, and the placing of the plant in hot standby to perform an inspection of the exciter. Af ter shutdown the source of the water was found to be water overflow due to a plugged heat exchanger condensate drain line.
The problem was immediately corrected, the exciter inspected and the plant returned to power.
As a result of this tour and witnessing of portions of placing the plant in hot standby and return to power, the inspector had no items of concern or unresolved questions.
