SUMMARY Scope:

This routine, unannounced inspection was conducted in the areas of Physical Security Programs for Power Reactors. Specific areas evaluated were:

Management Support; Audits; Protected and Vital Area Barriers, Assessment Systems, and Access Controls; Alarms Stations and Communication; Compensatory Measures; Security Training and Qualification; and Security. Program Plans.

l In the areas inspected, one licensee identified non-citable violation with three examples.

l The one non-cited violation pertained to three events of licensee identified unsecured vital areas (See Paragraph 5d). The licensee's action to reduce the increased number of Personnel Security Error Events during the last six months will be tracked as an Inspector Followup Item (See Paragraph 5b). The progress of the vital area door closure project will also be tracked as part of the previously mentioned Inspector Followup Item (See Paragraph 5d). The.

inspector found numerous examples of authorized individuals failing to adequately secure vital area doors. This is discussed in paragraph 5b.

Otherwise, the licensee continues to provide appropriate security for the vital resources of this facility. Noteworthy was the professionalism of the -

security training personnel and program, and the very obvious improvement in plant management's support and involvement with security.
