Ke'11ogg, Section $hief, RONS Branch Date Signed SUMMARY Inspection on January 24, 1980 Areas Inspected This special, announced inspection involved 50 inspector hours onsite for the purpose of obtaining Carolina Power and Light Company management and operating staff assessment of the effect on plant safety regarding implementation of the near term operating license action items presented in NUREG 0660 (draft).

Results

Of the areas discussed, no apparent items of noncompliance or deviations were identified. The licensee, both management and operating staff, provided signi-ficant comments on the scope and implementation dates for the numerous items in the draft NUREG. Safety concerns were expressed regarding over prioritizing of licensees efforts by the NRC and the heavy impact on limited industry resources.

Exit Interview The meeting was conducted on January 24, 1980, with those persons listed in Paragraph I above. The purpose of the meeting was to discuss with the licensee the NRC action plans for near term operating licenses (NTOL), that were developed as a result of the TMI-2 accident - NUREG 0660 (Draft). Also, to hear the licens.ee's assessment of what impact these NTOL prerequisites would have on them, if they were not already a licensed facility and to get their assessment of the items relative to safety., Three separate meetings were held, one with CP&L management, one with licensed operators and one with a representative of the shift technical advisors.

The licensee responded with questions and comments during the meeting.. Concern was expressed by the licensee that the high degree of prioritizing of their effort to implement NRC requirements since the THI-2 accident and the heavy impact on the licensees and industry resources may have a negative impact on safety. Also, that the NRC had grossly underestimated the resources required to implement the action plan it'ess.

The licensee was informed that their comments would be presented to the NRC Action Plan Committee.
