DETAILS 1.0 INTRODUCTION Calvert Cliffs Nuclear Power Plant has been licensed to operate with three diesel generators for Units 1 and 2. Each unit is equipped with a dedicated diesel generator that supplies ac power to two 4kV safety-related buses. The third diesel generator provides redundancy to the dedicated diesel generators. The licensee has initiated modifications to install two new diesel generators and to upgrade three existing units. These modifications are carried out under two separate parts. Part A requiring changes to the facility licensing basis and Part B to be performed under 10 CFR 50.59. Objectives of the DGP are to increase emergency diesel generator (EDG) capacities to accommodate 4 kV emergency power needs and projected load growth; improve operational flexibility and maintenance scheduling; minimize shutdown risk due to maintenance or inoperability of an EDG; satisfy station blackout,10 CFR 50.63, (SBO) requirements including achievement of four-hour coping capability; and an increase in the reliability of safety-related 4 kV buses.

The purpose of this inspection was to review the licensee's Diesel Generator Project (DGP)

status including organizational structure and responsibilities, verification of the adequacy of engineering involvement with the installation and testing of the proposed new diesel generator units, and implementation of quality assurance interfaces applicable to this project.

In addition, the integration of schedules for determination of major project milestones was I

reviewed for the development of future NRC inspection activities.

A separate mspection was conducted March 1-5, 1993, at the site to review the structural design and construction of the proposed diesel generator buildings as part of the DGP.

Results of this inspection are documented in inspection report number 50-317/93-07.

2.0 DIESEL GENERATOR PROJECT STATUS l

The licensee has developed a Diesel Generator Project Plan which establishes the DGP

'

mission, organization, implementation strategies, and organizational responsibilities throughout the project phase with discussions involving the controls and interface of departments necessary for project completion. This project plan, dated January 8,1993, was based on a review of several alternatives which focused on determining the optimum configuration to meet applicable regulatory requirements and project objectives. The alternatives considered for the project were discussed in the Diesel Generator Project Scope Evaluation document, Revision 1. This evaluation resulted in Baltimore Gas and Electric approving the addition of two safety-related diesel generators. Based on this evaluation, schedules were developed to complete this project by the end of 1995. Controls for the project divided the DGP into two distinct parts; A and B. Part A applies to the portion of work outside of the protected area and Part B applies to the work inside the protected area.

The evaluation further grouped the DGP into design criteria areas. Design criteria areas address design input considerations associated with the diesel generator buildings, the diesel generators, and their auxiliaries. Design input for the plant systems and components

applicable to the DGP include 10 CFR 50, Appendix A; industry codes; standards; regulations; and Baltimore Gas and Electric's (BG&E) requirements. Project areas for design criteria considerations include electrical, mechanical, control systems, civil / structural, and architectural.

The licensee's response to the SBO rule, as currently approved by the NRC, are predicated on the provisions of the DGP. As such, changes made to the DGP may change BG&E's response to the SBO rule. In an effort to install the new diesel generator units, the licensee

has coordinated their efforts with the NRC through meetings held to discuss the project. The SBO rule requires that information defined in the rule be provided to the NRC for review.

i Based on the licensee's reports presented to the NRC, the NRC will develop safety

evaluations for the DGP for integration as part of the licensee's design basis. ' Safety evaluations performed will address Part A work activities. Part B activities will be l

performed in accordance with 10 CFR 50.59. Three meetings have been held between the licensee and NRC to discuss the preliminary design, seismic and structural design, and EDG design including codes, standards, testing, and quality assurance. A future meeting is also planned to discuss the electrical design of the DGP.

At the time of this inspection, the scope of the project discussed above had changed. Instead of procuring two diesel generators for use as safety-related emergency ac sources, the

licensee plans on dedicating one new EDG for a safety-related application and upgrading the

'

three existing EDGs. The other new EDG will be installed as a swing diesel to meet Augmented Quality requirements described in Regulatory Guide 1.155.

The licensee was preparing the DGP details for a future submittal to the NRC at the time of this inspection. The NRC review and evaluation of the licensing basis change from these

modifications will be transmitted to the licensee under separate correspondence. The licensee l

was preparing revisions to existing documentation and schedules during this inspection.

i 2.1 Organization The organizational structure for the development and implementation of the DGP was

reviewed. Project administration and management was found to be clearly defined within the I

DGP Plan for all phases. Controls and interfaces necessary for execution and completion of

'

the project were also defined.

!

An organization of approximately eleven people was established for this project. This group t

!

was assigned the responsibility to complete the project including contracted services. The inspector determined that the integration of personnel and allocation of resources for this

,

project were well coordinated. The project plan was found to have clearly established

individual responsibilities and outlined program requirements.

2.2 Quality Assurance The licensee was in the process of developing quality assurance (QA) procedures and instructions for the performance of quality verifications. DGP instructions summarized the approach for performing a task or providing requirements for verification of a task. DGP procedures establish management controls, requirements and responsibilities, and the process for development, review, approval, change, and periodic review of administrative procedures

for the DGP. QA reviews included procedures for general administration, interfaces, startup,

and engineering.

The inspector reviewed the licensee's DGP Quality Plan. This plan describes how the licensee plans to implement the existing QA policy as presented in Appendix 1.B of the

licensee's final safety analysis report for the DGP. This Quality Plan provided the interface between the established QA policy and the various DGP vendors' QA programs.

As discussed previously, the licensee has divided the project down into two parts, A and B.

For part A, the licensee has contracted the diesel manufacturer for supplying the units and associated equipment. The licensee has separately contracted the engineering, procurement, and construction services for the design, material procurement, constructing the diesel

generator buildings, and installation of the diesel generators and associated support systems.

All vendors contracted to work are procedurally required to work in accordance with the

!

approved licensee programs. In addition, startup testing for systems, subsystems, and

-

components will be performed according to the licensee's program. For Part B, design engineering, modifications, post-modification and integration testing will also be done in accordance with the licensee's QA program.

The inspector concluded that the DGP Quality Plan adequately established program requirements. This plan provided for the necessary verification for engineering, installation and testing of the project, and implementation of quality assurance interfaces among departments for project completion, i

3.0 CONCLUSION

The inspector concluded that the licensee has adequately established a plan to meet SBO requirements, increase the emergency load carrying capabilities, and improve the operations and maintenance flexibility. The DGP was determined to be adequately developed and i

provided necessary interfaces among departments and requirements. Schedule information

gathered during this inspection will be utilized by the NRC in the future for planning'

l inspection activities.

4.0 EXIT MEETING The inspector met with licensee's personne1 denoted in Appendix A of this report at the conclusion of the inspection period on April 15, 1993. At that time, the scope of the
