Hartland, Resident Inspector Enforcement Conference An Enforcement Conference was conducted by telephone between NRC Region III personnel and Indiana Michigan Power Company personnel on March 2, 1993.
The purpose of the conference was to discuss the circumstances surrounding the January 26, 1993, shipment of an empty container which previously contained a box with a contaminated filter pump.
The package was sent to the guadrex Recycle Center and upon arrival was found to exceed Department of Transportation radiation limits of 0.5 mrem/hr over a small surface of the package.
An inspection was conducted on February 2 through 5,
1993, and the inspection findings were documented in Inspection Report Nos.
50-315/93007(DRSS)
and 50-316/93007(DRSS),
transmitted to the licensee on February 19, 1993.
The conference agenda included (1)
a discussion of the apparent violations, their causes and safety significance, the licensee's corrective actions, and areas of concern, (2)
a determination if there were any escalating or mitigating circumstances, and (3) obtaining further information which would help determine the appropriate enforcement action.
The licensee identified two inaccuracies in Inspection Report Nos.
50-315/93007(DRSS)
and 50-316/93007(DRSS).
The licensee described the events which led to the apparent violations, including the root cause and contributing causes, safety significance,

and their corrective actions.
The licensee indicated that the event was an isolated problem with no likely potential for an exposure to a member of the public.
The corrective actions are described in the attached copy of the licensee's handouts.
These actions will be reviewed during future inspections.
At the conclusion of the conference, the licensee was informed they would be notified in the near future of the final enforcement action.
