Inad_ equate Transfer of

Responsibilities. The NRC inspector noted that the licensee had reviewed and modified Procedure EPIP 1903.51, " Turnover of Responsibilities," to incorporate clear instructions and definitions in order to adequately transfer overall emergency direction and control. The procedure mentioned was approved by the Plant Safety Committee on May 20, 1987, and will be implemented by Ma 26, 1987.

In addition, retraining of senior representatives (ye.g., Shift Operations Supervisors, Emergency Coordinators, and E0F Directors) was formally requested, and was approved on May 20, 1987. Lesson plan revisions incorporating the new procedure will take place immediately, and training will be conducted in July 1987.

As an immediate measure, the licensee will issue a read and sign information memorandum with instructions on how to transfer responsibilities.

(Closed) 313/8510-11; 368/8510-11: Availability of Li uid Nitrogen. The NRC inspector determined that the task of refilling t e ASS high purity Germanium detector with liquid nitrogen is being done twice a week. A liquid nitrogen container is maintained close to the PASS. This task has been incorporated into the Radiochemistry routine Surveillance Schedule Form in radiochemistry administrative procedure 1042.001, " Lists of radiochemistry forms and attachments." In addition, a surveillance report of the same procedure requires that liquid nitrogen be available in the PASS building. This report is recorded and kept with other radiochemistry records.

(Closed) Violation 313/8604-01; 368/8604-01:

Inadecuate Training of Health Physics Technicians. The NRC inspector notec that retraining of shlf t health physics technicians who would determine control room habitability was accomplished by means of drills. These drills, which included 10 shift health physics technicians, were performed in January and February 1987. The NRC inspector noted that 48 health physics technicians and offsite team monitoring supervisors received classroom training on techniques used to ascertain whether air samples were taken within the radioactive plume.

The NRC inspector also noted that lesson plan AX-20901-040, " Radiological

Field Monitoring," was revised to include instructions on how to determine whether air sample was taken while immersed in a radioactive plume.

In addition, the NRC inspector determined that attachment 2 of Procedure EPIP 1903.43, " Duties of the Emergency Radiation Team," was revised to add a decisionmaking flow chart for control room radiological monitoring during emergencies.

(Closed) Violation 313/8604-02; 368/8604-02:

Inadequate Procedures and Equipment for Offsite Teams. The NRC inspector determined thit Procedure EPIP~-BD5.002, "Offsite Emergency Monitoring," was reviewed, revised, and implemented on February 27, 1987. This revision instructs offsite teams on how to determine if air sampling is performed within the radioactive plume. According to the new procedure, a charcoal filter media sample is used to confirm negative silver zeolite filter media readings. The NRC inspector noted that an ion chamber was included in each of the kits used by offsite monitoring teams.

(Closed) Open Item 313/8511-05; 368/8511-05:

EOF Heating, Ventilation, and Air Conditioning. The NRC inspector deteriiiired that design changes were made to the EDF, according to DCP 86-2009 to provide continuous positive pressure. This was confirmed during the March 18, 1987, exercise.

noted that the licensee was in the process of making an in depth review of emergency action levels in order to improve the effectiveness of their emergency classification scheme.

In addition, the licensee is developing a method for incorporating containment high range radiation monitoring instrumentation in their decisionmaking processes for making timely protective action recommendations. A schedule for completion will be developed by June 30, 1987.

(0 pen) Deficiency 313/8704-01; 368/8704-01: Deficient EALs. The NRC inspector noted that the licensee had initiated procedure reviews and revisions, as required, and will provide a schedule for completion on June 30, 1987.

Program Areas Inspected The following program areas were inspected. The inspection included interviews with cognizant individuals, observation of activities, ir, dependent measurements, and record reviews. The depth and scope of these activities were consistent with past findings and with the current status of the facility.

Except as noted, the inspection revealed no violations, deviations, deficiencies, unresolved items, or open items.

Exit Interview The NRC inspector met with the NRC senior resident inspector and licensee representatives denoted in paragraph 1 on May 22, 1987, and summarized the scope and findings of the inspection as presented in this report. The NRC inspector explained that all inspection procedures will be completed during the coming annual exercise.
