Areas Inspected:
Routine, unannounced inspection of audit implementation program, surveillance testing and calibration control program, and calibration.
The inspection involved 16 inspector-hours by one NRC inspector.
Results:
Within the three areas inspected, no violations or deviations were identified.

Licensee Action on Previous Inspection Findings (Closed) Open Item (50-313/8134-04; 50-368/8134-03):
This item was open pending licensee action on the five audits scheduled for 1981 but not performed.
These audits were rescheduled and performed.
They were not superficial and the 1982 program is on schedule.
This item is closed.

Audit Implementation Program The NRC inspector reviewed two recently completed audit reports and
verified that the content clearly defined the scope of the audit and the i
results.
Each audit was conducted by trained personnel not having direct responsibility in the area being audited.
These auditors have been

qualified to the licensee's qualification requirements.
Audit frequency is in conformance with Technical Specifications and the QA program.

Appropriate followup actions had been taken, were in progress, or were being initiated.
The audited organization's response to the audit find-ings was in writing and adequately addresses the findings and recommenda-tions.
However, the NRC inspector voiced concern for a lack of timely respcnses to many findings, some findings were not responded to after 5 to 6 months.
More management interest and attention to prompt identification

and implementation of corrective action for audit findings is necessary.

Surveillance Testing and Calibration Control Program The NRC inspector reviewed the following licensee procedures:

08/06/82 This review determined that the licensee's surveillance testing and calibration control program included the following elements:
a.
A master schedule has been established for surveillance testing, calibration, and inservice inspection.
These schedules include frequency, responsibility, and status.
b.
Responsibility is assioned in writing for master schedule updates, c.
uformal requirements are established for conduct of tests, calibra-tions and inspections in accordance with approved procedures which include acceptance criteria.
d.
Formal methods and responsibilities have been defined for review and evaluation of test, calibration and inspection data and for dispost-tioning deficiencies, malfunctions etc.
Verification is made and documented that LC0 requirements are satisfied.
e.
Responsibility is assigned to assure schedules are satisfied.
f.
Calibration for safety-related components not identified in Technical Specifications are included in the surveillance test master schedule.
No violations or deviations were identified in this area of the inspec-tion.
5.
Calibration lhe NRC inspector reviewed the completed calibration procedures for ten Technical Specification line items, requiring calibration, for each unit.
These records indicated that calibrations had been completed as scheduled for Units 1 and 2.
Each completed procedure had the following common attributes:

Each was sinned by the technician completing the work and by the first-line supervisor who reviewed the completed procedure.
b.
Each procedure specified the measuring and test equipment ( ETE) to be used and identified, by serial number, the MTE used.
c.
Data were legibly recorded, including "as found" and "as left" values, d.
There were no discrepancies found between "as lef t" recorded data and stated acceptance criteria.
Technicians identified as contfucting calibration procedures were found to be qualified. Control of M TE and conduct of the ETE calibration program was found to be highly professional and conducted in accordance with written procedures.
No violations or deviations were identified in this area of the inspec-tion.
6.
Exit Interview An exit interview was conducted December 10, 1982, with those personnel denoted in paragraph 1 of this inspection.
At this exit interview, the NRC inspector summarized the scope and findings of the inspection.
The Senior Resident Inspector was present at the exit interview.
