N NOV 12 1982
' Dockets. 50-313/82-15 50-368/82-12 Arkansas Pohar and Light Company ATTN: William Cavanaugh III Senior Vice President - Energy Supply P. O. Box 551 Little Rock, Arkansas 72203 Gentlemen:
Thank you for your letter of October 8,1982, in response to our letter, dated August 6,1982, and the attached Notices of Violation and Deviation.
We have no further questions at this time concerning your response to the Notice of Violation, and we will review your corrective actions Goring a future inspection.
As a result of our review of your response to the Notice of Deviation, cated August 6,1982, we find that additional information, as discussed with your Mr. J. R. Marshall during a telephone conversation on November 3, 1982, is needed. Specifically, we request that you provide more detail in how you concluded that the penetration, when sealed, provides protection at least equivalent to that required of the fire barriers. This additional infomation should detail the qualification and certification of the penetration seal material and techniques.
In your response, you noted that the fire door which separates the Unit 1 diesel generator rooms was door 39, not door 34 as das specified in the Notice of Violation. This has been traced to a typographical error.
Similarly, there were typographical errors in the identification of Design Change Package 661 and ANO Procedure 1308.02. Your response to the Notice of Deviation took exception to our identification of fire door 259 as a door which had an unsealed electrical conduit penetration in the lintel.
Based on our conversation with your Mr. J. R. Marshall on November 4,1982, we understand that you wish to supplement this response.

Arkansas Power & Light Company-2-
Your response to our Notice of Violation, dated August 6,1982, was dated October 8, 1982. This would appear to exceed the requirements of 10 CFR Part 2 for timeliness. A separate Notice of Violation has not been issued in this instance because of your past record of timely response and the complexity of this report; however, strict adherence to the requirements of 10 CFR Part 2 is expected in the future. If there are extraordinary circumstances which would cause undue delay in responding to a Notice of Violation, it would be appropriate to request specific relief on a case basis.
Sincerely, W. C. Seidle, Chief Reactor Project Branch 2 cc:
