Subject: Notice of Violation (Inspection Report No. 50-312/86-14)

This refers to the routine NRC inspectica conducted at Rancho Seco by members of the NRC staff during the period of April 2 through April 25, 1986, of activities authorized by NRC License No. DPR-54. The subject inspection report was transmitted to you by separate correspondence dated June 6, 198 ,

An Enforcement Conference related to the inspection findings was held at the j Region V office on June 20, 1986, with you and other members of your staf Based on the results of this inspection and discussions during the Enforcement Conference, it appears that certain of your licensed activities were not conducted in full compliance with NRC requirements, as set forth in the enclosed Notice of Violation. Your response to this notice is to be submitted I in accordance with the provisions of 10 CFR 2.201 as stated in the enclosed 1 Notice of Violatio I On October 22, 1986, you were sent a Notice of Violation and Proposed )

Imposition of Civil Penalties that related to the December 26, 1985 event at i Rancho Seco. Some of the identified violations were in the area of emergency preparedness. This correspondence is addressing additional violations in your emergency preparedness program which we believe had a direct causal relationship with the related deficiencies identified in the Notice of Violation sent as an enclosure to'our October 22, 1986 correspondenc Two concerns resulting from the subject inspection need to be highlighte The violations relating to the training of response personnel contained in Item A of the enclosure have been the subject of previous correspondence in 1983 and 1984. Also, the number of violations associated with the dose assessment program raise questions concerning your present methods and systems to ensure that the program will comply with the standard in 10 CFR 50.47(b)(9).
