During this inspection, inspection procedures 73051, 73052, 73753 and 73755 were covered.

Results: In the three areas inspected, no violations of NRC requireinents were identified.

Inservice Inspection - a.

Inservice' Inspection Program The licensee's Inservice Inspection (ISI) program is based upon the , ' requirements (1971 Edition) of Section XI of the ASME Boiler and Pressure-Vessel Code, through the Summer 1973 Addenda, for Class.1 systems during the first one-third of the inspection interval. The 1974 Edition of Section XI, through the Summer of 1975 Addenda, is , the inspection interval basis for all Class 2 systems, and the inspection basis for the last two-thirds of Class I systems ' intervals. Babcock and Wilcox (B&W) -is the Leontractor performing ISI activities during this cutage (#7). The,1986 technical manual, for' Rancho Seco Unit 1 Refueling Outage #7, lists the areas to be , examined, the method and extent of the examination, and the ' calibration blocks required.

Review of Procedures The following procedures were examined to assure that they adequately covered all areas specified in the licensee's commitment l for ISI requirements: (1) ISI-20, Revision 8, " Administrative Procedure for the Written Practice of Personnel Qualification in Magnetic Particle Examination" ,

Observations of NDE Activities ~ The inspector observed an ultrasonic (UT) examination being performed on pipe to elbow weld (C2.1, ID#20522-10BW) for main steam line A.

The following attributes were evaluated and found to be consistent with: 'the approved procedure and ASME Section XI requirements, the type of apparatus used, scanning technique, extent of coverage, calibration of the instrumentation and system prior to examination, beam angles, size and frequency of the search unit, limits of evaluation and recording of indications, and determination k

.. . . of. acceptance limits. In conjunction with this examination,- the inspectors reviewed the calibration block certificatiors, transducer RF pulse wave forms, and the ultrasonic couplant certifications.

The inspector also observed liquid penetrant (PT) examinations of the support attachment welds-(C2.5.97-100; IDf26121-16PS, -27SR, -31PS, -38PS) for decay heat removal piping., Surface preparation, application ~of, penetrant and developer including recommended dwell times, penetrant removal, and visual inspection for surface indications were observed and found te be in compliance with the applicable procedure.

During this inspection, it was identified that approximately 56 percent of the scheduled ISI magnetic particle (MT), PT and UT ' examinations have been completed as c f August 8,1986. The remaining examinations will be delayc1 until after approximately September 15, 1986, as the B&W crew on site has~a prior commitment to perform another facility outage examinations for the next five weeks. Three members of the original crew will return to complete ' the remaining examinations.

d.. NDE Personnel Qualifications The qualification and certification records of the NDE personnel performing ISI examinations were reviewed by the inspector. The records were compared with the guidelines of the American Society for Nondestructive Testing Recommended Practice No. SNT-TC-1A, " Personnel Qualification and Certification in Nondestructive Testing." There were no discrepancies noted during this record review, and the licensee and B&W resolved all questions, i e.

Data Review and Evaluation i The completed MT, PT and UT examination records.were reviewed to ascertain whether the following applicable documents /information were provided: Examination results and data sheets, examination equipment and material data, extent of examination calibration data sheets, examination evaluation data and appropriate signatures. No discrepancies were identified in the records reviewed.

Quality Assurance Involvement The licensee's quality assurance involvement with B&W and ISI activities were documented in the following quality assurance surveillance activities reports: QA Surveillance No.

685 Review the data for the recordable indications found to date for the inservice inspection.

No violations of NRC requirements or deviations were identified.

Exit Meeting a The inspector met with licensee management representatives denoted in paragraph 1 on August 4, 1986. The scope of the inspection and the , inspector's findings as noted in this report were discussed.
