Enforcement Conference On May 16, 1986, an enforcement conference was held at the Region V office, Walnut treek, California with the individuals listed above present. The snforcement conference was related to the inspection of the activities authorized by NRC License No. DPR-54 for the Rancho Seco Nuclear Generating Station. The inspection was conducted by Mr. W. G. Albert and other members of the Region V office from February 21 to April 11, 1986. A copy of the inspection report (No. 50-312/86-07) was sent to the licensee on May 14, 198 c

Mr. L. Miller, NRC and Mr. F. Wenslawski, NRC reviewed ten specific violations related to the loss of integrated control system de power on December 26, 1985 at Rancho Seco. These violations were thematically grouped into failures to establish, to implement, and to maintain required procedures. It was stressed that each instance cited in the inspection report was considered significant, in that it reduced the effectiveness of the licensee's response to the event.
Mr. J. Martin, NRC noted that this event had received and was continuing to receive close review by the NRC, SMUD and other agencies. He reiterated that, had certain appropriate procedures been in place, in all likelihood the thermal transient of this event would have been less severe, and, had the established procedures been strictly adhered to, the consequences of the event rould have been significantly reduced.
Mr. J. Ward and members of his SMUD staff acknowledged the NRC remarks, and expressed a desire to rectify and improve procedures and training at Rancho Seco. They reiterated their intention to significantly improve the quality and reliability of operations at Rancho Seco.
Mr. A. Johnson, NRC reviewed the NRC enforcement policy briefly with the participants, and stated that if escalated enforcement action was taken in this case, the licensee would be notified officially.
