NRC EXAMINATION REPORT NO. 50-302/93-300 Thank you for your response of July 23, 1993, to our examination report issued on June 25, 1993, concerning activities conducted at your Crystal River facility. We have evaluated your response and found that it addresses the concerns expressed in our report.

In your response you noted that the instant SR0s were the first to test on the site specific simulator and necessarily received limited hands-on experience relative to the R0 candidates. We agree with your corrective action to require additional training experience for the instant SR0 candidates in the future.

In retrospect, however, this essential element of training seems to have been underemphasized in your training program and may be indicative of a programmatic weakness. This is evident by the fact that a candidate whom you prepared for an upgrade examination required more training on the boards prior to receiving an instant examination in August 1993.

We will examine the implementation of your corrective actions during future inspections. We appreciate your cooperation in this matter.
