Preoperational Environmental Monitoring Program This unresolved item was initially discussed in R0 Report No.

50-302/73-10, Details II, paragraph 2.

In Amendment 36 to-the FSAR, the description of the preoperational monitoring program was revised in an attempt to dascribe the program as it was

being conducted.

The inspector asked if the Limited Continuity Sampling (LCS)

Program for offshore sites within the on-site program should not apply to marshland and terrestial cites.. A licensee representative stated that it should apply and that he would

p recommend an appropriate change to the FSAR.

This item was designated an unresolved item in R0 Report No. 50-302/

73-12, Details I, paragraph 3. -The drafts of the procedures for transition control and temporary test device control have been prepared. Copies of these were provided to the inspector during this inspection. This item will remain open until these two proce-dures are approved by appropriate members of FPC.

QA Program for Testing This item was initially discussed in RO Report No. 50-302/73-12, Details I, paragraph 4.

The inspectors reviewed the latest revision of the GAI QA procedures. All of the comments discussed during the previous inspection had been incorporated into the procedure or changes had been initiated to incorporate them. These QA procedures will apply only to Crystal River Unit 3 and will not become a part of the GAI corporate QA manual as reported in the above referenced report.

During this inspection, documents for implementation of quality surveillance by the Generation Quality and Standards Department of FPC were discussed with licensee management personnel. A licensee representative stated that the department of quality

and standards would have department administrative procedures

covering equipment transition, testing, and test results verifi-

cation developed and approved by February 18, 1974.

Nuclear General Review Committee and Plant Review Committee Charters The inspectors reviewed the Nuclear General Review Committee (NGRC)

and Plant Review Committee (PRC) charters and discussed-them with Csb)

The inspector.noted that the charter did not discuss the

committee's role in review of preoperational test procedures.

He was informed that the PRC would review hot functional and power ascension test procedures on a formal basis and that others would be reviewed informally. The inspector stated that it was his understanding that the PRC would review all Class I and II procedures based on discussions of the Test Program Guide with Power Testing personnel. A licensee

repres entative stated that the role of the committee would be clarified.

The comments above were discussed during the management interview.

Licensee representative positions were reaffirmed and the inspector stated that he had no further questions at that time.
