Constzsction has proced ed very slowly with the major activities limited to excavation and backfill. A regional strike involving all construction workers, which is now in its third week, has stopped all site construction. We understand from a recent discus-T sion with the licensee that the strike should end sometime during

the week of June 23.

A In reviewing the project QA program, our inspector learned that

the licensee has no QA manual as such/ However, the licensee did

state that procedures are being Ioped and will be on hand prior to beginning any type of work; these procedures will become part of the complete QA====1 Our inspector was favorably impressed with the QC and work procedures that were developed for the pending concrete work.

Water leakage has necessitated building a cofferdam aruund the nuclear service sea water punn area. A cofferdam will also be requimd for the spent final pit. Constructicn has not passed beycmd the excavaticn
