the line; therefore, no work was in progress on Units 2 or 3, though

v contractor personnel for power line towers were at work about two miles from the site and within the picket line. The strike is regiona, covering much of the center of the state. A federal mediator has been called in, but he had not yet set a meeting date.
Bennett fears that the strike may last a month or more. Many craftsmen have been at this site several years constructing Units 1 and 2, and wera expected to work on Unit 3 Bennett's primary concern is that he may lose many of these men if the strike continues several weeks.
C.
Construction Status Construction is still limited to excavation and backfill. The turbine
-building excavation and backfill is complete and grout pipe for con-solidation grouting installed. Lean concrete backfill and grout pipe are installed for portions of the auxilliary building. Leakage through the grout curtain has made it necessary to build a sheet pile coffeMam for construction of the nuclear service seawate: intake pit. Sheet pile is in place but has not been driven due to the strike.
It is anticipated that a coffedam will be required for construction of the spent fuel pit also.

the nuclear service seawater inlet and outlet lines. As construction delays increase, the grout curtain is becoming more and more permeaLJ.e.
Three wells and pumps, removing an esti=ated 1200 gpm, are now required to stay abreast of the incoming water.

Concrete Records Placement records of the lean concrete backfill placed since the last inspection were inspected. All pertinent information was easily recoverable. Sixty-two 28-day break tests indicated close control of batch plant and placement operations. The average compressive strength of this 1500 psi design mix was 2727 psi with a small coefficient of variation.
It appears that the vendor, Westcoast Concrete Company, is unhappy about the rejection rate made by Pittsburgh Testing Laboratory personnel. As described elsewhere in this report, Westcoast Concrete has complete quality control procedures, but, as described in C0 FroatssaidthatWestcoastConcr Report No. 50-302/69-2, Section E, this company has been remiss in kplementation of the procedures.

Froats stated that procedures are being developed and will be on hand prior to beginning any type of work, and that these procedures will become part of the complete manual. To evaluate the procedure system, the inspector examined concrete procedures for the different levels of QC. An outline of these procedures follows:

Plant Security The Pinkerton Agency has been engaged to provide plant security.
Though there is little at the nuclear plant to cause concern at present, the continued presence of this agency should greatly improve plant security.

Training I
Hobbs, who has a degree in nuclear engineering as well as in electrical engineering, is conducting a course for FPC construction engineers as well as for operating supervision at Unit 1.
The inspector audited the Wednesday meeting of this class. Hobbs is conducting a first quarter nuclear engineering course using college texts, assigning homework, and giving tests. The course covers fourteen weeks with three class hours a week. Sixteen students were in attendance, and Hobbs said that most of them are working hard. Plans for future courses are

Unit 2 (Conventional Power Plant)
Since no construction work was in progress, the inspector requested a tour of the electrical and instrument system in Unit 2, in ortier to obtain an idea of the quality of construction. Hobbs conducted this tour, and the inspector was generally favorably impressed with the installation. As stated in previous reports, the same FPC engineers building Unit 2 will build Unit 3
