Purpose of Inspection 10 CFR 50, Appendix E (amended), IV.D.3, states in part, "... each nuclear power reactor licensee shall demonstrate that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure pathway EPZ." The purpose of this inspection was to determine compliance with this requirement, and to assess the status of the licensee's recently revised - early warning system as described in the letter to John T. Collins from J. M. Pilant dated May 24, 1982.

Entrance Interview The entrance interview was conducted on June 30, 1982, with the Station Superintendent and the Licensing Manager.

The inspection results were summarized with the Station Superintendent on ' July 1, 1982.

Early Warning System Prior to June 30 - July 1, 1982, Inspection

The primary early warning system prior to this inspection consisted of 9 fixed sirens mounted on poles and vehicle mounted mobile sirens. The mobile units were to be driven over predetermined routes by sheriff and volunteer fire personnel broadcasting the warning signal.

Revised Early Warning System in Effect as of June 30, 1982 The revised system consisted of Emergency Broadcast System (EBS) radios that can be tone activated to warn the public in low population density areas within the 10-mile emergency planning zone.

The mobile units remain in effect as a " backup" warning system but are no longer considered as part of the primary early warning system required by the regulations.

There appears to be some questions as to who is responsible for repair and maintenance of the mobile sirens.

letter from J. M. Pflant to John T. Collins, it is stated that maintenance of the mobile sirens will be turned over entirely to local agencies.

However, in the licensee's Emergency Plan Implementing Procedure 5.7.27, Revision 1, page 7, it is stated that "if a mobile siren is found to be inoperable or in need of repair, the Cooper Nuclear Station Control Room personnel will be notified and will initiate necessary repair actions, logging, and notification."

Emergency Broadcast System Radios All radios were manufactured by Redi-Alert Local Emergency Warning Systems, Gauthier Industries, Inc., Rochester, Minnesota.

The fully adjustable radios (model 75-100) were tuned to the appropriate EBS radio station (i.e., KFAB-1110 kHz, Omaha, or KFEQ-680 kHz, St. Joseph). When directed by State disaster emergency officials, the radio stations activate the EBS tones which are broadcasted to the EBS radios.

Immediately following the tone alert, the station is to broadcast the warning message as specified by State officials.

Following the message (s), the EBS radio will remain on and will continue to broadcast until the owner presses a reset button returning the radio to the automatic or standby mode.

If the emergency is of significant severity, as determined by the licensee, the licensee may directly contact the EBS stations with a warning message without first contacting State or local authorities.

The EBS radios are routinely tested once per-week by the EBS radio i stations.

The radios are provided with a battery power backup source and battery test button with light.

Each radio is labelled with a telephone number to call should the unit be inoperable.

The number is a long distant call to the licensee's main office in Columbus, Nebraska.

Residents have been informed by NPPD that they are to call. collect to report any radio problems.

Survey of Residents Reported as Receiving EBS Radios Distributed by the Licensee The licensee reported the distribution of 709 radios of which 41 were refused by the occupant. This " refusal" included occupants who were not at home and those who actually refused to take possession of the radio.

On June 30 and July 1, 1982, the inspector surveyed 42 residents within the 10-mile EPZ surrounding the Cooper Nuclear Station.

The licensee declined the offer from the inspector to assign a person to accompany the inspector . -7' w y -- ww.

The residents surveyed were selected at random as the inspector drove on roads extending throughout most of the 10-mile EPZ.

The residents were ask d: "Do you have an EBS radio distributed by the Nebraska Public Power District?" "Is the radio operating properly?" "Is the reception adequate?" "Do you know what to do if the radio is activated?" "Did NPPD officials explain the EBS radio operation' to you?" Thirty-two residents answered each question affirmatively.

Five residents reported they had not received a radio.

Five residents reported experiencing reception problems w:th their radios.

The names of the 10 residents above were supplied to Mr. L. Lessor by telephone on July 2, 1982.

Conclusions The licensee has properly distributed, tested, and explained the operation of the EBS radios to applicable members of the general public, within the 10-mile EPZ.
