-2-DETAILS 1.

Persons Contacted W. Gilbert, Training Coordinator C. Goebel, Administrative Supervisor

'

  • L. Lessor, Station Superintendent J. Pilant, Division Manager, Licensing & Quality Assurance P. Thomason, Assistant to the Station Superintendent
  • Denotes presence at the exit interview.

The NRC inspector also contacted other plant personnel including engineering, maintenance, operations, and security personnel.

2.

Licensee Action on Previous Inspection Findings (Closed) Open Item (8204-05):

There was no apparent response to licensee contact with the Corps of Engineers concerning possible changes in Missouri River Barge Traffic.

This contact is required by Technical Specifications.

The licensee has now determined that there was a response, and to date no change, requiring a safety review, has taken place in the River Barge Traffic.

3.

Training The objective of this inspection was to ascertain that the licensee's overall training and retraining activities for nonlicensed employees are in conformance with Technical Specification and QA program require-ments.

There have been no changes to the licensee's approved training program since the last inspection, and the program is being administered in

>

conformance with the Technical' Specifications, Chapter 6 and licensee Procedure 1.5, " Selection and Training of Station Personnel," Revision 8, May 13, 1982.

The NRC inspector interviewed 12 of the licensee's employees in the

,

following classifications:

1 mechanic, 1 electrician, 1 health physics technician, 1 chemistry technician, 2 instrument technicians, 2 engineers, 2 utility men, and 2 contract persons.

Within this group, there were new, existing, and temporary personnel.

These interviews were to determine that training in administrative controls and procedures, radiological health and safety, industrial safety, controlled access and security procedures, emergency plan, and quality assurance was being provided as required by the licensee's program.

It was also determined that on-the-job training, formal technical training commensurate with job classifi-cation, and fire fighting / prevention training were adequate and effective.

-3-The employees confirmed that the required training was being provided, and, in general, they considered the training that they had received to be effective in that they were able to do their jobs with proper regard for their own and public safety.

Training records for all of the interviewees were reviewed, and it was

.

confirmed that the required training and retraining were being documented.

By direct questioning and records review, it was determined that female employees had been provided instructions concerning prenatal radiation exposure.

There were no violations or deviations identified in this area of the inspection.

4.

Inservice Inspection and Testing Program The NRC inspector had noted during inspection 50-285/82-04 what had appeared to be a gap in the documentation of an approved inservice inspection and testing program as required by 10 CFR 50.55a.(g).

From review of the program presently being conducted by the licensee and as confirmed by discussion with licensee representative, the NRC inspector determined that the licensee is using an approved program for inservice inspection of pumps and valves.

l There were no violations or deviations identified in this area of the inspection.

5.

Exit Interview An exit interview was conducted June 11, 1982, with Mr. L. C. Lesscr, Station Superintendent. At this interview, the scope and findings of j

this inspection were discussed.
