Enforcement Conference Details The enforcement conference was held to discuss two radioactive material transportation events involving shipments from the Zion Station and a recent safeguards event at the station.

Also discussed were the apparent violations associated with these events and applicability of the enforcement policy to the problems.

The transportation events are described in Inspection Reports No. 50-295/89005(DRSS);

No. 50-304/89005(DRSS), transmitted to the licensee by letter dated January 27, 1989.

The safeguards event is described in Inspection Reports No. 50-295/89003(DRSS); 50-304/89003(DRSS), transmitted.to the licensee by letter dated February 10, 1989.

Transportation Events The NRC Region III staff summarized the inspection findings, apparent violations of regulatory requirements, and other regulatory concerns.

The concerns discussed by the Region III staff included

the lack of radioactive mat'erial shipping / transportation training and procedural guidance for warehouse (stores) workers and procedural deficiencies concerning proper' shipment release-notification and authorization methods.

- The licensee-presented a description of the transportation events, their causes and safety: significance, correctiv~e actions taken and planned, including generic (corporate) actions, and. enforcement policy considerations.

The licensee's description and cause'of the transportation events did_not differ significantly from that provided in the aforementioned inspection reports. ' Corrective actions taken by the licensee are described in the inspection reports; additional-actions taken subsequent to the inspection and those not'specifically i

reflected in the reports include the following for event No. 1:

After notification from Dresden Station, Zion Station

immediately suspended all similar shipments made by the warehouse until the event was investigated.

Written guidelines governing shipment / receipt of radioactive

materials were completed, provided to warehouse personnel,

,

and incorporated into an administrative procedure, j

Station radiation protection procedures were revised to provMe

notification to warehouse supervision of administrative procedure requirements for common carrier shipments.

l The station training department implemented a formal radioactive I

material shipping / transportation training program for warehouse l

workers and committed to provide retraining annually.

The corporate office-is developing generic guidance concerning I

warehouse staff radioactive material shipping / transportation training, and a list of common carrier transportation

requirements is being assembled for distribution to all CECO-l stations.

Additional actions for event No. 2 include the following:

Station radiation protection procedures were revised to

require written health physics approval on radioactive material shipment release documents and require shift

engineer documentation review / signature prior to authorizing shipment release.

Safeguards Event-The NRC Region'III staff summarized the inspection findings, an apparent violation, and other performance concerns.

The concerns-discussed by the_ Region III' staff included apparent poor.

communications between maintenance and security personnel and the apparent poor performance'of. patrolling guards.

.

l-The' licensee presented a detailed description of the security event,

<j causes, corrective actions, and safeguards significance.

They also provided their evaluation of enforcement policy considerations.

During their presentation some new information was provided that did not significantly affect the issue..The licensee explained that the' barrier -in question had been removed correctly: on December 15, 1988, in addition to October 17, 1988 (as stated in our report).

Corrective actions;taken by the licensee are described in the inspection reports.

Additional corrective actions, which are not described in the inspection report are described below:

Prior to the start of new' construction work, licensee security

personnel'will perform walkdowns of affected areas to-evaluate any potential problems.

The event, causes, and corrective actions have been reviewed

with Station Security Administrators and licensee construction groups at all other licensee sites.

The NRC acknowledged the licensee's presentation and stated the I

corrective actions described during the meeting appeared adequate to l

address the apparent violations and identified concerns.

We did mention j

that it appeared that the decision by a security supervisor to remove the' compensatory security officers inside the building may also have contributed to the security violation.

The senior NRC representative stated that the Region III recommendations concerning enforcement action would be forwarded to the NRC Office of Enforcement for review.

The licensee will.be notified in writing of the NRC's proposed enforcement actions.
