Inspection Summary Inspection on August 8, 1979 (Report No. 50-295/79-17 and No. 50-304/79-16)
A eas Inspected: Licensee actions relative to IE Bulletin No. 79-14, including general discussion on NRC requirements, work procedure review and observation of work.
The inspection involved 6 inspector-hours onsite by one h3C inspector.

Functional or Program Areas Inspected 1.
General Discussion with Licensee The inspector discussed specific requirements contained in IE Bulletin No. 79-14 including combined center of gravity on valve and operator, seismic restraint clearance, and explained to the licensee that NRC has established a time limitation on evaluation of nonconformances, i.e. an initial engineering judgement within 2 days followed by an analytical engineering evaluation within 30 days.

Procedure Review The inspector reviewed the licensee procedure entitled, "Special Zion Nuclear Station Inspection Procedure for IE Bulletin 79-14",
approved for use on 8/6/79, and had the following comments:
a.
No provisions exist that specify actions to be followed when uonconformance is identified, e.g. reporting to NRC and time limitation for resolution.
b.
The inspection plan on Attachment A of the procedure did not include the following specific inspection items:
(1) Measurement or record review to verify correct pipe size, schedule, and material.

(2) Measurement of clearance between connecting bolt / pin and holes on lugs, attachments, and et.
(3) Measurement of clearance on U-bolts and directional restraints.
(4) Measurement of clearance between pipe and penetration.
(5) Verification of bolt torques on clamps or other pipe or structural attachments to insure tightness and preloads.

(5) The orientation angle of the valve operator is included on the inspection howe-r, the distance between the operator and the center line of the pipe is not included in the visual inspection.

Observation of Work The inspector observed line configuration measurements in the service water area inside the Auxiliary Building, and had no specific adverse comments. Howevcr, the inspector questioned the accuracy of eye-balling the center line of the pipe and plumb-line indirect measuring methods. The inspector furti. noted that the work that has been completed was without written instructiona or procedures depended solely on the competency of the responsible technicians.
For safety related work, NRC regulations requires establishment and approval of work procedures, training and qualification of personnel, verification of procedure implementation and documentation of work and review activities.
Exit Interview The inspector met with licensee representatives at the conclusion of the inspaction on August 8, 1979. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the findings reported herein.
