The enclosed investigation reoort of NRC Region I contains information regarding 24 training attendance records which were reported to be of questionable authenticity in that they did not accurately reflect the training activities of security personnel at the above facility. These records were furnished to NRC Region I Inspectors during a Special In-spection of the licensee's security program during October and November, 1979 (Inspection Report No. 50-286/79-25) and were referred to the !!RC Region I Investigations Staff to determine their authenticity.

It was found that the questionable records were prepared by a member of the licensee's contract security force, at the direction of her supervisor, for tne stated purpose of reconstructing some training records which were nissing.

The information contained in the above records was found to be not authentic in that the dates of the training classes described therein, the number of hours of training, and/or the names of the instructors were incorrectly stated as coapared with other training records reviewed during the investigation and as detemined from interviews with several of the individuals whose names apnear on the questionable records as attendees or instructors of the training classes.

A nember of the contract security force told the NRC investigators that he signed the instructors' naces on 18 of the ques-tionable records at the directicn of his supervisor.

Several other members of the guard force reportedly did not attend the training classes described in the questionable records on which their signed names appear as attendees.

None of the questionable training attendance records was found to be filed in the licensco's security personnel training files which were reviewed during the investigation.

MC/f 2 S JAtt 1980 The names of 34 members of the licensee's security force appear on one or more of the 24 questionable records as attendees of the training classes described therein.

It was determined from a review of security personnel training records which were made available during the investigation that some of the individuals, who are listed as attendees on the questionable records, had actually received the training described therein. However, the dates of such training, the number of hours of training and/or the names of the instructors who gave the ccurses were different than those shown on the questionable records.

From a review of security personnel trainirig records, the investigators found documentation of training for 106 of the 189 names, or approxinately 56%, of the individuals listed as attendees, with accompanying signatures, of the training courses described in the questionable records.

In view of the reported falsification of information contained in the above t

questionable records, as detailed in the referenced report, it is recormiended that the investigation findings reported'therein be discussed with the ?!RC Office of Inspector and Auditor for evaluation and decision with regard to referring this matter to the Department of Justice.

Region I does not plan to make any distribution of the enclosed report outside the f1RC.
