FORT CALHOUN STATION - NRC SECURITY INSPECTION REPORT 5000285/2017405 AND NRC INVESTIGATION REPORT 4-2015-030

Dear Ms. Fisher:

This letter refers to the inspection and investigation conducted from September 25, 2015, to February 17, 2017, at the Fort Calhoun Station. The purpose of the inspection and investigation was to determine if willful security-related violations of NRC requirements occurred at the station. The enclosed report presents the results of this inspection and investigation. The NRC inspectors discussed the results of this inspection and investigation with you and other members of your staff on February 17, 2017.

Based on the results of the inspection and investigation, the NRC has determined that two Severity Level IV violations of NRC requirements occurred. Because Fort Calhoun Station initiated condition reports to address these issues, these violations are being treated as non-cited violations (NCVs), consistent with Section 2.3.2.a of the Enforcement Policy. These NCVs are described in the subject inspection report.

Further, the inspection report documents a licensee-identified violation which was determined to be of very low security significance. The NRC is treating this violation as an NCV consistent with Section 2.3.2.a of the Enforcement Policy.

If you contest the violations or significance of these NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Contml Desk, Washington DC 20555-0001, with Enclosures transmitted herewith contain Sensitive Unclassified Non-Safeguards Information. When separated from enclosures, this transmittal is DECONTROLLED. SECURITY*RELATED INFORMATION copies to: (1) the Regional Administrator, Region IV, 1600 East Lamar Blvd., Arlington, Texas 76011-4511; and (2) the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRC's

"Rules of Practice and Procedure," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room and in ADAMS, accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html.

However, the enclosures contain Security-Related Information in accordance with 10 CFR 2.390(d)(1) and their disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosures will not be made available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

If Security Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information in accordance with 10 CFR 2.390(d)(1)

and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1 )(ii), the NRC is waiving the affidavit requirements for your response.
