O DETAILS 1.
Persons Contacted Northern States Power Company (NSP)
E. Watzl, Plant Manager L. Anderson, Lead Production Engineer C. Baltos, Engineering Associate Nuclear Regulatory Commission J. Hard, Resident Inspector 2.
Licensee Action on IE Bulletin 80-11 Franklin Research Center (FRC), Philadelphia, issued a Technical Evaluation Report (TER) addressing masonry wall design at Prairie Island on August 16, 1983.
The TER was reviewed during this inspection, in conjunction with NSP's revised 180 day report dated November 30, 1981.
FRC concluded in the TER that the masonry wall re-evaluation and design for Prairie Island is adequate and in compliance with acceptance criteria.
3.
Structural Modifications Ninety-seven of the 121 safety-related masonry walls met the re-evaluation criteria as originally constructed.
Twenty-four walls did not meet the IE 80-11 criteria, and required structural strengthening measures.
Sixteen of these walls required changing the free edge to a simple support, and eight walls required reduction of wall span by providing additional supports.
4.
Wall Inspection The Region III inspector accomplished a walkdown inspection of 22 of the modified walls.
Comparison of design drawings and completed modifications was accomplished to verify conformance with design.
No discrepancies were observed during the comparisons.
5.
Review of Quality Records Review of quality records relevant to the design changes and construction modifications was accomplished.
The licensee's QA/QC program, including design control, was appropriately implemented in the design / construction process, and found to be in accordance with requirements.
6.
Exit Meeting The inspector met with licensee representatives (denoted under persons contacted) at the conclusion of the inspections on May 22, 1985.
The inspector summarized the purpose and findings as reported herein.
