Unresolved Items No new unresolved items were identifie RII Rpt. Nos. 50-269/78-29, 50-270/78-21 and 50-287/78-29-2 Exit Management Meeting The inspector met with R. M. Koehler, Acting Station Manager, and those denoted in paragraph 1 at the conclusion of the inspection on November 8, 1978, to discuss the inspection finding The findings were acknowledged by licensee management without significant commen.

Plant Operations The inspector reviewed plant operations to ascertain conformance with regulatory requirements, technical specifications, and administrative directive Station logs, such as the unit supervisors log, control room operators log and the removal and restoration of station equipment records were reviewe Interviews with a number of plant operations personnel were held on the day and night shifts. In addition, a tour was conducted of the auxiliary building, turbine building and the Unit 2 reactor buildin During the period of observation and inspection, and while on tour of the plant accessible areas, observations were made regarding the plant housekeeping and cleanliness, ongoing activities, radiation control practices and security practice Housekeeping and cleanliness were found to be satisfactory within the radiation areas and non-radiation area Security practices and radiation control practices were adhered to during the tou Supervisor and control room operator actions were observed during the shift and at shift change. The actions and activities were conducted as prescribed in Section 3.0 of the Station Directive Operators and shift supervisors were responsive to annunciator alarms and appeared to be aware of plant statu The number of licensed and non-licensed personnel on each shift was verified to meet the minimum required by TS 6.1. Unit I Refueling Outage The inspector reviewed selected activities performed during the recently completed Unit 1 refueling outage and the licensee's provisions to test and realign specific systems which were removed from a normal operational status as a result of outage activitie The controlling procedure OP/1/A/1102/10, for-unit shutdown, and OP/l/A/1102/01, for unit startup were also reviewe The purpose of these reviews was to ascertain that systems disturbed during the outage were returned to an operating status prior to plant startup. Refueling Outage - Unit 2 The schedule of activities for the Unit 2 refueling outage was reviewed and discussions were held with the outage coordinator to verify that plans exist to restore systems which will be disturbed during the outag The outage coordinator explained that a complete valve lineup or breaker status check is done prior to startup on the following systems: Normal Power Water Inventory Control Steam Seal System Stator Coolant System

Electric - Hydraulic Control System The low pressure injection system is in continuous use throughout the outage and is realigned for power operation prior to startup by performing OP/2/A/1104/0 In summary the inspector had no further questions with the methods and plans to restore the plant safety systems to an operational status following the refueling outage.
