This refers to the inspection conducted by Mr. Murphy of this office and other Directorate of Regulatory Operations staff members on April 18-21, 1972, of activities authorized by AEC Construction Permit Nos. CPPR-33, 34, and 35, and to the discussions of our findings held by Mr. Murphy with you and other members of your staff at the conclusion of the inspection.
Areas emined during this inspection included reviews of the repairs to the Unit 1 reactor coolant system, Unit 1 fuel loading procedures, Unit 1 test results and evaluations, the Unit 1 shift supervisor's log, the cable installation in the Unit 2 electrical equipment room and cable spreading room, the concrete records for Unit 3, drawing distribution and control, the implementing of the velding program and velding quality assurance and control, and plant security. Within these areas, the inspection consisted of selective examinations of test procedures and representative records, interviews with plant personnel and observations by the inspectors.
Within the scope of the inspection, no items of noncompliance were observed.
Regarding the procedures for repairing and testing of the steam generators, our inspectors discussed with members of your staff instances where the procedures could be strengthened so as to assure that the requir'd objec-tives could be accomplished. It is our understanding that changes vill be incorporated into the approved procedures as a result of these discussions.

Duke Power Ccmpany-2-June 6, 1972 As relates to the Unit 1 test program, it is our understanding that a reviev vill be made to determine which tests =ust be repeated as a result of the failures experienced in the reactor coolant system and that a list of these tests will be =ade available to our inspectors.
Our it.,pectors observed on two occasions that uncontrolled access was per:nitt.d to the Unit 1 restricted areas. We understand that the locking

devices on the door to the restricted areas vill be =odified to prevent their being disabled and that guards will be posted at all access points.
No reply to this letter is necessary; however, should ycu have any ques-tions concerning the matters discussed in this letter, we vill be glad to discuss them with you.
