licensee's failure to perform the required radiological sampling prior to a liquid effluent release. During a routine licensee audit of the FSV Effluent Control and Meteorological programs (RWEF 87-01)'~on October 2, 1 1987, the. licensee determined that certain commitments made in Licensee Event Report (LER)87-004 and the licensee's response to the NRC Notice of i Violation (PSC letter P87163, dated May 7, 1987) were not implemented as committed to in the aforementioned correspondence.
