preclude a recurrance. The inspector concluded this appeared to be adequate and had no further question (Closed) Infraction (81-17-02) Failure to follow R01-2. Completed by item 3b above. Health Physics Appraisal Inspector Follow-up Items (Closed) IFI (80-36-08) Sensitivity and minimum detectability levels for whole body counting (WBC). The WBC hardware had been received but is inoperable awaiting softwar The inspector had no further question (Closed) IFI (80-36-25) Incorporation of ANSI N323-1978 into portable instrument calibration program. The inspector discussed this item with licensee personnel and determined that ANSI N323-1978 had been j incorporate I (Closed) IFI (80-31-14) Frequency of Breathing Air Quality Determina-tion. The inspector verified the licensee's industrial hygiene section are performing semi-annual quality check The inspector had no further question . Shipment of Radioactive Material On June 30, 1982, the inspector observed a radioactive waste shipment number 1830 performed on SWP 01-R-05109. The licensee was shipping low specific activity (LSA) material to Chem Nuclear System, Inc. (CNSI) for burial. The inspector observed that the loading of the Type-A low level liner was being perforrned without up-to-date survey data. The inspector stated that the commencement of the SWP without proper health physics coverage could have resulted in an abnormal radiological event (IFI 259/82-21-01, 360/82-19-01, 296/82-21-01). Respiratory Protectinn Program The inspector reviewed the respiratory protection program which included monthly inspections of self contained breathing apparatuses (SCBA), proper SCBA storage, and hydrostatic tests of breathing air bottles. The inspector abserved that the monthly SCBA inventory for February 1982, required by BFHPTSIL12 had not been completed. The inspector suggested that the

l l licensee supervisor in charge of the program should review shif t routines to verify completeness (IFI 259/82-21-02,260/82-19-02,296/82-21-02). Radiological Incident Reporting (RIR) Program The inspector reviewed the licensee's R.I.R computer printout. Corrective actions were not being reported within the 15 working day deadline required by BR RCI The inspector suggested that a short response time be establishri for any practice which causes, or would tend to cause, a violation of a 10 CFR 20 limit. A longer response period should be provided for minor violations (IFI 259/260/296/82-21-03). General Employee Health Physics Retraining The inspector completed the four hour general employee health physics retraining course. The inspector noted that the course does not adequately address proper personnel frisking technique i.e., probe to person distance and frisking speed Licensee management stated that they would investigate the adequacy of their retraining course with respect to personel monitoring (IFI 259/82-21-04, 260/82-21-04, 296/82-21-04).

10. Posting, Labeling and Control The inspectors toured all three units to ensure proper posting and labeling of contaminated areas, radioactive materials area, radiation areas, high radiation areas, and housekeeping. Labeling, area control and housekeeping appeared adequate. Eating, drinking and smoking continue in the regulated areas. This is considered a poor radiological work practice which could lead to ingestion of radioactivit . By-Product Radioactive Material Control and Accountability The inspector reviewed the last two semi-annual inventory and leak checks of by product radioactive material performed by the licensee on Decem'oer 28, 1981 and May 21, 1982. The inventories indicated that wet smears were taken on the source. The inspector questioned licensee personnel whether the smears were dried prior to counting. Health Physics personnel indicated that the smears were dried before counting. The inspector had no further question . Posting of Notices To Workers The inspectors could not locate any posted notices of violations involving radiological working conditions as required by 10 CFR 19.1 The plant superintendent indicated to the inspector that these notices were poste The inspector emphasized that the notices should be posted in a manner and period specified by 10 CFR 19.1 Posting compliance will be verified in future inspections (IFI 259/82-21-05,260/82-21-05).

13. Instruments and Equipment The inspector observed a variety of radiological instruments (portable survey instruments, portal monitors, personnel friskers) in use and avail-able for us The inspectors checked calibration stickers, performed battery checks for selected portable instruments in the Brown Ferry Nuclear Plant, and response checked selected portable instruments for proper oper-ation. The inspector discussed the radiation survey instrument calibration program with licensee representative The inspector had no further question . Radioactive Waste Packaging Licensee personnel opened six fif ty-five gallon drums which had been readied for shipmen Inspection of radioactive waste drums D-82-2210, 2199, 2203, 2212, 2214, 2213; revealed that all six drums were properly sealed with an 0-Ring between the drum and lid. The inspector had no further questions.
