AUG 0 6 1985 This refers to the NRC's Systematic Assessment of Licensee Performance (SALP 5) Board Report for the Palisades Nuclear Plant, our meeting of March 12, 1985, which discussed in detail the contents of the report, and your written comments dated March 14, May 16, and May 22, 1985 relative to the repor.Drn ?>
We have thoroughly reviewed and evaluated the context of your comments made during the meeting on March 12, 1985 and also in your written replies dated March 14, May 16, and May 22, 198 No corrections to the SALP Board Report dated February 12, 1985 were identified and as such the report is considered correct as issue As noted in the SALP Board Report, and discussed with you, Mr. Reynolds, and your staff at our March 12, 1985 meeting, the overall regulatory performance at the Palisades facility, though acceptable, had declined considerably from the prior assessment period (SALP 4). While we note that you yourselves had anticipated some decline based on your long outage, circumstances associated with the Midland project, and not yet having fully implemented new management
- systems, we expect that sufficient time has elapsed to place those problems behind you and enable you to focus your attention on improved performanc We expect you to aggressively carry out those commitments made in your replies cited above, and thereby halt the declining tren We further expect to see a significant improvement in your overall regulatory performance by the end of the current SALP period now in progres We are pleased to note that a recent plant tour and presentation on your self-initiated plant plan, although brief, left us with a favorable impression; it was very evident that you are making a concerted effort to bring about a positive change in your performanc Both your planning and implementation progress to date are noteworth We expect that you will make every effort to continue the corrective actions you have undertake In accordance with Section 2.790 of the NRC's Rules of Practice, Part 2, Title 10, Code of Federal Regulations, a copy of this letter with the referenced attachments, will be placed in the NRC's Public Document Roo,
