! - This meeting was held at the request of Region III'to discuss a t repetitive weakness in:the' licensee's emergency preparedness program which was identified-during the inspection of March 18-22, 1985 (Report-No. 50-255/85007); and which dealt with the timely. classification'of

. emergencies and subsequent notifications _to offsite authorities in a

- timely manner. -Also discussed was.the subject of the multiple tasks that the Shift Engineer / Shift Technical Advisor (SE/STA) is required

experience using " ring-down" telephones provided low reliability and little benefit. Their decision is to continue use of the present 1 telephone system for offsite notification To increase the SE/ STAS familiarity with Emergency Action Level (EAL)

" Activation of the Site Emergency Plan / Emergency Classification," use of notification forms, and a series of emergency scenarios to test the detection and implementation capabilities of the class participants to real emergency event Meeting Conclusion After brief statements by Region III representatives on the importance of timely emergency detection and classification and subsequent notifications, the meeting concluded. The general opinion of Region III was that the recently implemented training program for all SR0s should help alleviate the problems. Region III will examine the corrective actions being taken during a subsequent inspection.
