Receipt of Allegations Allegations On April 22, 1980, a welder (subcontractor) provided to RIII personnel allegations concerning poor weld quality of rod hangers on the con-tainment spray ring header; such as nuts that are tack welded on the end of rod hangers having undercut as much as 50 percen Also, han-gers H896 and H897 that are welded to an H beam had been slug welded (rod laid in corner of fillet and welded over).
The welder had ob-served the above two months prior to making the allegations on April 22, 198.
Findings Approximately 75 hangers were visually examined on the containment spray ring header and two were found to have undercut - #926.2, 9/16" x 3/32" and 910.3, 1/8" x 1/16".
Bechtel field inspection reports were made (No. 315 and No. 316) and were sent to the Bechtel Ann Arbor office for evaluatio The evaluation disclosed that hanger 910.3 was the worst of the tw The safety factor was 25.6 for "as is" condition operating basis earthquakes and 42.5 for shutdown earthquak In general, at the worst condition the hanger could hold 25.6 times more than require An NRC IE Bulletin 79-14 titled "Seismic Analyses for As-Built Safety Related Piping Systems" was sent to the licensee on August 15, 197 The licensee started working on the IE Bulletin 79-14 in August 1979, and the Bulletin may be completed May, 198 As a result of the Bul-letin, several piping supports have been found to have defects and
