NRC INSPECTION REPORT NOS. 50-250/92-20 and 50-251/92-20 This refers to the inspection conducted by Mr. R.
C. Butcher of this office on August 23 through October 2, 1992.
The inspection included a review of activities authorized for your Turkey Point facility.
At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed Inspection Report.
Areas examined during the inspection are identified in the report.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.
This repair also examines your actions during hurricane Andrew whereby you deviated from Technical Specifications under the provisions of 10 CFR 50.54(x).
The NRC has determined that your actions taken to protect the health and safety of the public were appropriate and that no enforcement action will be taken.
There are two instances addressed where Technical Specification deviations occurred due to events beyond your control and, as provided in Section VI.A of the NRC Enforcement Policy, no enforcement action will be taken.
The enclosed Inspection Report identifies activities that violated NRC requirements that will not be subject to enforcement action because the licensee's efforts in identifying and/or correcting the violation meet the criteria specified in Section VII.B of the Enforcement Policy.
Therefore, a
response is not required.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
