This special resident inspector inspection entailed direct inspection at the site in the area of the licensee's program to periodically review and evaluate changes in population distribution or in industrial, military, or transportation hazards that could occur on or near the site.
Results:
e The licensee is in the process of updating their Final Safety Analysis Report to reflect the most recent population census data and is reviewing their Final Safety Analysis Report update program to ensure significant changes to the environs are captured.
No safety issue was identified.
Also, it was noted that the licensee's radiological emergency plan requires annual updating, in coordination with local; state, and federal emergency organizations, to reflect changes in the environs that could affect public health and safety.

Review of Licensee Evaluations Regarding Changes to the Environs Around Licensed Reactor Facilities (TI 2515/112)
This inspection was accomplished to determine if the licensee's programs are adequate in evaluating public health and safety issues resulting from changes in population distribution or in industrial, military, or transportation hazards that could occur on or near the TP reactor site and
'f these changes are routinely reflected in updates to the FSAR.
The following documents were reviewed during this inspection:
TPNP FSAR, NUREG-0654, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, 10 CFR 50.71, Maintenance of Records, Making of Reports, TPNP Radiological Emergency Plan, GL 81-06, Periodic Updating of Final Safety Analysis Reports,
CFR 100, Reactor Site Criteri The licensee's program for updating the FSAR is defined by guality Instruction JPN-gI 3.6, FSAR Updating By Nuclear Engineering.
There is no plant procedure for FSAR updates.
A review of Section 2.2, Location; Section 2.4, Population; and Section 2.5, Regional Land Use, of the FSAR indicated that no updates had been made since the original issue.
However, the only change in the environs that was identified, since original issue was the removal of a HAWK missile base located at the entrance road to the facility.
The TPNP radiological emergency plan, paragraph 7.3.1, Review Procedure, requires continuing review of the plan and update when substantial changes affecting emergency response are identified.
Table 5-4, Evacuation Time and Traffic Capacity Estimates, is kept current and reflects the State of Florida radiological emergency management plan for nuclear power plants, revision dated January 2, 1990.
The licensee's surveys of the environs surrounding the plant for changes in population distribution and site proximity hazards has been related to maintaining the radiological emergency plan current as required by NUREG-0654.
NUREG-0654 requires the emergency plan and related letters of support be reviewed annually.
Also, as par t of the licensee's efforts to extend the date of expiration of the TP Units 3 and 4 operating licenses, a population estimate determined with 1990 census data for the area surrounding the TP plant was prepared.
The licensee is in the process of modifying the FSAR update scheduled for July, 1992, to reflect this latest population estimate which does not appear to differ substantially from the original projections.
In response to this TI, the licensee performed an internal review of their program to identify changes to the site environs and the adequacy of the current FSAR update process to capture significant changes.
Based on this review, the licensee is reviewing their existing programs to determine what program changes might be required to ensure significant changes to the environs (as defined in TI 2515/112)
are incorporated into future FSAR updates.
This effort will be tracked as IFI 50-250,251/92-04-01, licensee's program to ensure significant changes to environs are incorporated into the FSAR.
In conclusion, the inspectors found that the FSAR addressed the environs around the site as they originally existed.
The licensee is in the process of updating the FSAR population estimates, and the licensee's emergency planning group has a program to review and update their radiological emergency plan which also considers changes in the site environs.
The radiological emergency plan is kept cur rent including coordination with local, state, and federal emergency preparedness agencies.
The licensee is reviewing their FSAR update program to ensure significant changes to the environs will be incorporated into future FSAR updates.
No safety issue was identifie.

The inspection scope and findings were summarized with the Plant General Hanager and selected members of his staff.
An exit meeting was conducted on April 3, 1992.
The areas requiring management attention were reviewed.
The licensee did not identify as proprietary any of the materials provided to or reviewed by the inspectors during this inspection.
Dissenting comments were not received from the licensee.
Violations or deviations were not identified.
