Technical Specifications were reviewed by the inspector regarding the following items

the radiological environmental monitoring program; (2) environmental monitoring procedures; (3) quality assurance including periodic audits and analytical quality contro The inspector conducted a detailed review, including discussions with cognizant licensee and vendor representatives, regarding respective organizational changes to determine the adequacy of specific management responsibility for assuring implementation of the radiological envi-ronmental monitoring program defined in Technical Specification 4.12, Table 4.12-1. Inspection disclosed that no significant changes were made either within FP&L or its vendor (State of Florida Department of Health and Rehabilitative Services) regarding management and imple-mentation of the subject program. Inspection further disclosed that the current organizational structures and specific management assign-ments should assure continued implementation of the program in accordance with license requirement There were no questions regarding this ite Technical Specification 6.8.1 requires that written procedures and administrative policies shall be established and maintained that meet or exceed the requirements and recommendations of Sections 5.1 and of ANSI N18.7-1972, and Appendix "A" of NRC Regulatory Guide 1.3 Radiological environmental sampling, analytical and analytical quality control procedures developed by the licensee's vendor were reviewed in detail during the previous environmental inspection (Inspection Report Nos. 50-250/81-04 and 50-251/81-04). Procedural review during the subject inspection was confined to identification and appraisal of procedural revisions implemented subsequent to the above referenced inspection. Inspection also included review of the minutes of the Company Environmental Review Group (CERG) meeting 82-04, held on May 13~, 198 During this meeting, CERG reviewed and approved the radiological environmental monitoring program procedures. Inspection disclosed that no procedures were revised or deleted subsequent to the previous insrction referenced abov The inspector had no questions j regarding this item.

Quality Control of Analytical Measurements Since the licensee has contracted with the Florida Department of Health and Rehabilitative Services to analyze radiological environmental samples, the inspector conducted a detailed review of the Department's quality assur-4 ance/ quality control program and procedures. Inspection also included discussions with cognizant vendor and licensee representatives. Inspection disclosed that the analytical quality control program consisted of periodic determination of instrument counting efficiencies and background measure-ments, duplicate analyses, recount analyses, spiked sample analyses, environmental TLDs, and interlaboratory comparison There were no questions regarding this ite . Status Review of Radiological Environmental Monitoring Program Technical Specification 4.12, Table 4.12-1 defines the requirements for the radiological environmental monitoring program. Inspection included review and discussion of the following items with cognizant licensee and vendor representatives: (1) Semiannual Environmental Reports required by Technical Specification 5.6.1.1 for the period ending December 31, 1981; (2) environmental sampling field data records for the period April 1,1981, through July 13, 1982; (3) review of updated radiological environmental monitoring procedures; (4) review of vendors quality assurance / quality control and program procedures as discussed in paragraph 6. above. Inspection disclosed that the above elements of i the subject program were consistent with Technical Specification requirements and license conditions.

filters and radioiodine cartridges, monthly TLDs, monthly collection of l

precipitation samples, deployment of crustacea traps for semiannual

sampling at two selected sampling stations, and collection of quarterly groundwater samples. The inspector observed sampling operations and assessed compliance of same with approved radiological environmental

sampling, procedures. Inspection disclosed the following

sampling sample collections and deployment observed were consistent

, with approved procedures; (2) air particulate monitor gas meters and

rotameters were calibrated semiannually as required, and the subject

components were posted with calibration tags; (3) all samples were appropriately labeled and packaged for transport to the radiochemical laboratory. The inspector had no questions regarding this item.

4 Inspection also included verification of direct radiation monitoring stations with colocated NRC/ licensee TLD's deployed under the NRC TLD direct radiation monitoring network program. Inspection disclosed that placement of the TLD's was consistent with the location and description of the six colocated stations defined in the network monitoring progra . Review of State /NRL Split-Sampling Program As part of the NRC inspection program, the Florida Department of Health and Rehabilitative Services splits selected environmental samples from the environs of the Turkey Point plant with NRC:RII to provide an additional quality control check on routine radiochemical analyses. Sample fractions assigned to NRC are analyzed by the Department of Energy's Radiological and Environmental Science Laboratory in Idaho Falls, Idaho. Environmental samples selected included air particulates, food crops (potatoes, melons, citrus fruits), discharge area sediment, discharge canal water and fis The inspector reviewed split-sample analytical data on samples collected during the period of January through December,1981. Inspection disclosed that the comparative data were in close agreement and consistent with the limits and requirements defined in the licensee's Technical Specification There were no questions regarding this item.
