30703 Exit Interview The inspector met with the licensee representatives listed in paragraph

at the conclusion of the inspection on April 25, 1986.

At that time, the purpose and scope of the inspection were reviewed and the findings were presented.

At no time during this inspection was written material provided to the licensee by the ipspector.

92701 Status of Ins ector Follow-u Items (Closed)

Inspector Follow-up Item 85-17-01.

The inspector reviewed the Security Support Center, and associated equipment, which was completed on the licensee's own initiative in October, 1985 to enhance security opera-tions during emergencies.

This item is closed.

81018 Securit Plan and Im lementin Procedures The inspector reviewed the security plan and implementing procedures.

No changes had been made in the security plan since Revision 20, dated February, 1986.

The site changes reflected in the revision were reviewed during a previous inspection.

The implementing procedures were found to be adequate and appropriate to carry out the licensee's commitments as contained in the NRC-approved security plan.

81020 Mana ement Effectiveness-Securit Pro ram The inspector observed that the licensee's plant and corporate management is involved in the security program and is supportive of on-site security activities.

This support was observed to increase the effectiveness of the security managers and the total security program.

The inspector also observed that general employee security training, a self audit program, and unannounced survei llances of security force activities are used ef-fectively in carrying out the security progra L

81022 Securit Or anization The inspector's review of the security organization found it to be in conformance with the NRC-approved security plan.

81034 Securit Pro ram Audit The inspector noted that the licensee had properly and adequately audited the security program to assure its continued effectiveness.

Recommen-dations for improvements were contained in the security program audit report and were acted upon by the licensee.

81038 Records and Re orts The inspector noted that records and reports are clear, concise, current and well maintained.

Reports are submitted in accordance with security plan commitments and NRC regulatory requirements.

81052 Ph sical Barriers-Protected Area The inspector observed that the licensee maintained the physical barriers surrounding the protected area in accordance with the NRC-approved secu-rity plan.

The inspector noted that the licensee had made some minor changes to the intrusion detection system to increase detection capabi li-ties and reduce the rate of false alarms.

An inspector-selected sample of the perimeter intrusion detection system zones was tested.

The results of the test were satisfactory.

The inspector verified that the licensee maintained the physical barriers surrounding the vital areas in accordance with the NRC-approved security plan.

In addition, the licensee, at the request of the inspector, con-ducted several tests of alarms associated with vital areas.

The results of the tests were satisfactory.

The inspector reviewed the security emergency power supply system and found it to be in accordance with the NRC-approved security plan.

81070 Access Control Personnel The inspector observed that all personnel entering the Protected Area were searched for unauthorized material and that personnel access controls and search equipment are adequate and appropriate for their intended purpos P

81072 Access Control-Packa es The inspector observed that the licensee controlled the flow of packages and materials into and out of the Protected Area.

Packages were searched and materials were appropriately examined by use of equipment and proce-dures which were adequate for the purpose.

The licensee is in conformance with the NRC-approved security plan and regulatory requirements.

81074 Access Control"Vehicles The inspector observed that the licensee searches and escorts vehicles that enter the protected area and search vehicles that exit.

The licensee controls all vehicles in conformance with the NRC-approved security plan.

The controls are adequate and appropriate for their intended purpose.

81084 Alarm Stations The inspector confirmed by direct observations at the central alarm sta-tion (CAS) and secondary alarm station (SAS) that they were in conformance with the NRC-approved security plan, The inspector noted that CAS and SAS operators demonstrated adequate skill and knowledge in the performance of their duties.
