Dear Mr. Martin:
In our November 15,.1985 response to the Notice of Violations associated with I&E Inspection Report No. 85-18, we
-
indicated that within 30 days of the date of that response, a plan and schedule would be submitted to. you addressing your concerns with respect to the " broader problem" regarding the QA/QC program as it applies to the calibration program at Ginna Station.
This letter is to confirm to you that a plan and schedule has been developed and is hereby transmitted to you.
Following our response to the subject Inspection Report 85-18, our corporate Quality Assurance Group conducted a review of recent NRC Inspection Reports that addressed similar problems.
Specifically the following inspection reports were identified:

system was not part of a formal
program but was used as a
back-up fire detection system.

instruments not part of a formal
program.
Based on this review and subsequent concern analysis, it
became evident that the plant's implementation of the Calibration
Program was not satisfactory and this appears to be a contributing
i
factor to your " broader scope" concerns.
In order to address the results of the broader scope concern
analysis, the following actions have been taken and are planned
to be taken.
First, the specific items identified in Inspection
Report 85-04 that did not comply with the Calibration Program
requirements have been corrected.
Second, a review of all "HP"
series procedures that address instrument calibration against the
requirements of ANSI N-18.7 will be conducted and these same
procedures will be revised as necessary.
In concert with this
review, Administrative procedures will be revised to clarify the
-
use of the "HP" series procedures as a calibration procedure, and
to assure that the requirement of ANSI N-18.7 regarding frequency
of calibration, accuracy of calibration as well as overall
responsibility for scheduling calibration are addressed.
Finally, the planned action to prevent recurrence of this
problem is that during Quality Control group's surveillance of
plant activities, instruments being calibrated as well as the
'
instruments utilized to perform the calibrations and/or tests
i
will be verified to be properly addressed in the calibration
program.
These actions will be implemented and completed by February
2, 1986.
