Operations Shift Supervision~ (OSS) t1tilizin9 a riev,*ly developer lesson plan titled 11 Personnel Injury Response and Contamination Cor:itrol

  • This training in~luded a review of first aid practices, contamination control and exposure contro Job performance measure (JPM) demonstration's' of proper techniques were included along with class room presentation In addition to this course the licensee also provided a supplemental training session conducted by Radiation Management Corporation which also covered the same basic subject matter. *

Two RPTs were interviewed ~nd both demonstrated an adequat~ level of k.r:iu~J.it:clge and awareness of first aid practices.along with the need to balance concerns for exposure and contamination control.

After this initial assessment he called the Control Room, reported the injury and requested additional assistanc He then returned to the victim and began administering first aid as appropriate an~ 2t the same time continued to evaluate and assess radiological concerns by observing the victims self reading dosimete *

Within four minutes of the request for assistance, the Operations Shift Supervisor (OSS) arrived at the accident scene with a first aid kit..Immediate actions were taken to further administer first

.aid to the obvious injuries and to assess th~ victim for other possible injurie The OSS also recognized the need to control contamination and limit exposures as much as possibl The OSS confirmed the need for an ambulance and used his radio to report back to the Control Room and requested offsite assistanc He informed the Control Room of the radiological conditions and

\\

requested authorization to exceed the 100 mR per day exposure limit if necessar He also provided specific instruction as to the location of the accident and warned other responding personnel of contamination problems at the *accident scene, Within nine mihutes of the initial report, additional radiation protection personnel had arrived on the scene:

The O_SS remained in control at the scene and under his direction the following actions proceeded simultaneously: efforts were made to cover the spilled resins, the barrel was moved to a lower dose rate art.:l:, o. survt:)' v:.:i.s conductEd to establish contamination control boundaries, the area was roped off and appropriately posted, an air sample was started, and the victim was carefully cut out of his contamir1ateC: clothin First aid treatment also continued; a splint was made using a radiation sign and a blanket was obtained to rover the victim to treat for shoe~.

Twenty-two minutes after the initial report, the ambulance crew arrived at the accident scen The ambulance crew was already dressed in protective clothing and a clean wal~way to the victim

Ambulance crew members then took over first aid measure Radiation protection tethnici~ns continued to maintain contamination control as appropriate without hampering first aid actio The medical drill terminated at the gate after the victim was surveye Representatives of the Federal Emergency ~anagement Agency (FEMA)
