Ot'her Significant Findings ,. - - , Management Meeting The management meeting requested by Region I was conducted at the Corporate Of fice of Consolidated Edison Company of New York, Inc., on October 15, 1976.

Cahill, Vice President - Quality Assurance, Reliability, and Special Assistant Nuclear Licensing Mr. E. F. Kessig, Assistant Vice President - Power Generation Operations Region I, Of fice of Inspection and Enforcement, USNRC Mr. J. P. O'Reilly, Regional Director Mr. A. B. Davis, Chief, Reactor Projects Section No.

Purpose and Scope The meeting was held to: discuss changes made (or in the process of being made) by the a.

licensee to improve operations of Indian Point Station, b.

identify USNRC Region I concerns related to the effectiveness of the past station organization as it related to operations at Indian Point Station, c.

specifically highlight USNRC Region I continuing concerns related i to the Health Physics Program at Indian Point Station, and I

Discussion Items The USNRC Region I Director discussed areas of past, continuing and potential concern to Region I relating to operations at Indian Point Station.

Specific topics discussed were as follows: ~ ' Ind'ian Point Station a.

Organizational Effectiveness Past problems encountered in the management of general plant opera-tions, the health physics program, emergency planning program, and physical protection program and administrative controls were covered by the Region I Director.

The Licensee discussed personnel changes and a reorganization which is being made to improve organizational effectiveness.

Health Physics Program The Region I Director pointed out continuing concerns related to - the implementation of the Health Physics Program, particularly with respect to access control to high radiation areas and adher-ence to procedures.

Internal audits being conducted by the Licensee to improve this Program were reviewed; improvements in many areas were noted.

  • Extended Inspection

- As a result of the Region I concern with respect to the rate of improvement of the Health Physics Program, an extended inspection was announced by the Director.

This inspection will involve the assignment of two inspectors to concentrate inspection efforts in the Health Physics Area.

The inspection will be conducted over several weeks and the inspection findings will be doc mented at its conclusion.
