In addition, our inspector examined those activities conducted under

your licenses relating to the reactor coolant system overpressurizations covered in your letters to Region I dated September 13 and 24 (R0 76-2-

15(A)) and September 30 and October 14, 1976 (R0 76-3-36(A)). We are concerned about the ineffectiveness of your management controls in

preventing these events. Please address this matter in your response to I

this letter.

Based on the results of this inspection, it appears that certain of your b'

activities were not conducted in full compliance with NRC requirements, L;

as set forth in the Notices of Violation, enclosed herewith as Appendices

A and B.

These items of noncompliance have been categorized into the

levels as described in our correspondence to you dated December 31, 1974. This notice is sent to you pursuant to the provisions of Section

portion of the enclosed inspection report will be placed in the NRC's jj Public Document Room. If this report contains any information that you
