This refers to the inspection conducted by Mr. D. Neely of this office at Buchanan, New York of activities authorized on September 13-16, 1976 by NRC License Nos. DPR-5 (Unit 1) and DPR-26 (Unit 2) and to the dis-cussions of our findings held by Mr. Neely with Mr. E. Kessig and other members of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the Office of Inspection and Enforcement Inspection Report which is enciesed with this

Within these areas, the inspection consisted of selective c::aminations of precedures and representative records, interviews with letter.
personnel, measurements made by the inspector, and observations by the l
inspector.
Based on the results of. this inspection, it appears that one of your activities was not conducted in full compliance with NRC requirements, l
as set forth in the Notice of Violation, enc 1csed herewith as Appendix This item of noncompliance has been categorized into the levels as 31, 1974.
